The scope is unusually broad. It reaches any plastic-containing equipment used to locate, catch or farm aquatic resources.
That pulls in commercial fishing, recreational fishing and aquaculture, so a fish-farming supplier is caught alongside a net maker. If you place such gear on the Norwegian market you will be the obligated producer.
The rule comes from the EU Single-Use Plastics Directive (2019/904), which set fishing gear on its own track apart from the consumer single-use plastics rules, carried into Norway through the EEA.
How to prepare for fishing gear EPR in Norway
There is nothing to register into yet, because no scheme is approved. When one exists, you will meet the duty by joining it, and the scheme registers as its own unit in Enhetsregisteret.
Once running, the scheme funds the collection and treatment of waste gear and reports quantities to Miljødirektoratet once a year. The regulation sets no fee amount, so there is no public rate until a scheme is live.
Foreign sellers follow Norway's general route. A company with a Norwegian VAT registration can register directly, otherwise it appoints an authorised representative.
