Cyprus registers through its environment department
Cyprus has no single branded register. The Cypriot EPR producer register is really the Department of Environment itself, which keeps the producer registers for electronics and batteries. Packaging has no Department register: you join Green Dot Cyprus instead.
A seller abroad that only supplies Cypriot businesses leaves the duty with its Cypriot importer. A seller abroad that sells direct to Cypriot end users is the producer itself (see below).
What the registers cover
- Packaging: no Department register. You join Green Dot Cyprus, licensed since 2006, or run an approved individual system, and the duty moves to the system.
- Electronics: the Department keeps the producer register, and you meet the collection duty through WEEE Cyprus, or individually.
- Batteries: the Department keeps the producer register, with national EPR since 2009 via AFIS Cyprus for portable batteries up to 2 kg, with the EU Battery Regulation applying directly from 18 August 2025.
- Tyres: through approved systems such as RTM Tyres Recycling or E4C.
- Single-use plastics: listed producers had to register with the authority by mid-2022.
Who must register
Producers that first place a covered product on the Cypriot market, distance sellers included. If you only supply a Cypriot importer, the importer is the producer and registers.
How registration works
- Identify which product stream applies.
- Join the licensed collective system for the stream, or gain approval for an individual one. For packaging that is the whole entry.
- For electronics and batteries, send the Department of Environment's registration form as well, with your scheme certificate, and renew it every March.
- Report and pay contributions as the system requires.
Foreign producers and the local importer
If you only supply Cypriot businesses, your Cypriot importer is the producer and carries the duty. If you sell direct to Cypriot end users from abroad, you are the producer, and the rule depends on the stream:
- Packaging: Green Dot Cyprus signs up foreign companies directly. Since 12 August 2026 the EU packaging regulation (PPWR) also requires a direct seller from abroad to appoint an authorised representative, and Cyprus has not yet said how one is recorded.
- Electronics: the Cypriot WEEE regulations register distance sellers through a representative in Cyprus. Check with the Department how a seller from outside the EU is entered.
- Batteries: the EU Battery Regulation makes a representative in Cyprus mandatory for a direct seller.
