How Austria's EPR portal works
Austria runs its producer reporting through one government portal. EDM is the Austrian EPR register, run by Umweltbundesamt for the environment ministry, and you set up your company master data once before registering for any stream.
That master data lives in a sub-register called ZAReg and is keyed to a Global Location Number, not a separate producer number.
What EDM covers
- Packaging under the Verpackungsverordnung 2014, with commercial packaging also required to join an approved system since 1 January 2023.
- Electronics under the Elektroaltgeräteverordnung, with registration before sale and an annual mass report by 10 April.
- Batteries under national law and the EU Battery Regulation, moving to five battery categories from 1 January 2026.
- Vehicles, single-use plastics and fishing gear, whose take-back and litter-cost duties are reported through EDM once ZAReg registration is done.
Who must register
Producers and importers that first place in-scope products on the Austrian market, including distance sellers shipping to Austrian customers.
How registration works
- Create your company master data in ZAReg, where you receive a Global Location Number.
- If you are a foreign distance seller, appoint an Austrian authorised representative first (see below).
- Register the relevant product categories in EDM.
- Join an approved collection and recovery system for each stream.
- Report your volumes electronically, with WEEE due by 10 April each year.
Registering from abroad
Whether you need an Austrian representative depends on the stream. Foreign distance sellers of packaging, electronics or batteries must appoint an Austria-based authorised representative, while for other streams it is optional.
The appointment is made by certified power of attorney and registered in EDM alongside your ZAReg master data.
