Latvia's tax-linked electronics register

Latvia ties producer responsibility to a tax. Elektroregistrs is the Latvian WEEE and battery register, the country's EPR route for electrical goods.

You either meet your duties through a producer responsibility organisation, which gives a full exemption from the Natural Resources Tax, or you pay the tax.

It runs two registers in one place, EEIRR for electronics and BARR for batteries. LETERA, the Latvian electrical industry association, operates it under the Ministry of Climate and Energy.

What Elektroregistrs covers

  • Electronics: electrical and electronic equipment is an environmentally harmful good under the Natural Resources Tax Law, registered in EEIRR before it goes on the market.
  • Batteries: batteries and accumulators are likewise taxable goods, registered in BARR, with the EU Battery Regulation from 18 August 2025.

Producers that first place electrical equipment or batteries on the Latvian market, importers and distance sellers included.

Registering and the tax choice

  1. Confirm your goods fall under the Natural Resources Tax Law.
  2. If you are a foreign distance seller, appoint a Latvian authorised representative (see below).
  3. Register in EEIRR for electronics, or BARR for batteries.
  4. Join a producer responsibility organisation for the full tax exemption, or pay the Natural Resources Tax.
  5. Report put-on-market data as required.

Foreign producers and the representative

Foreign producers selling electronics or batteries to Latvian end-users through distance contracts appoint an authorised representative established in Latvia, who registers in EEIRR or BARR and takes on the duties.
