One system for products packaging and waste
Lithuania runs it all through a single database. GPAIS is the Lithuanian EPR producer register, the national information system for products, packaging and waste accounting, live since 2018.
Producers and importers register in its producer-and-importer register and report through it. The Environmental Protection Agency runs the system for the Ministry of Environment.
What GPAIS covers
- Packaging: registration and reporting, with collective schemes and a beverage deposit-return system.
- Electronics: producers register in the producer-and-importer register.
- Batteries: the battery module was updated in December 2025 for the EU Battery Regulation categories.
- Vehicles and waste oils: each a dedicated stream under the Waste Management Law.
- Tyres: treated as taxable products, with quarterly accounting and a pollution tax if management targets are missed.
- Single-use plastics and fishing gear: phased in through GPAIS modules from 2023.

Producers and importers that first place a covered product or packaging on the Lithuanian market, distance sellers included.
Registering in GPAIS
- Identify which of the eight streams apply.
- If a foreign distance seller of electronics, appoint a Lithuanian authorised representative (see below).
- Register in the GPAIS producer-and-importer register.
- Join a collective scheme or arrange individual compliance.
- Keep quarterly accounting and file annual reports through GPAIS.

Foreign distance sellers of electronics must appoint a Lithuanian authorised representative, and one also applies to batteries under the EU Battery Regulation.
