One system seven producer registers
Bulgaria keeps its producer duties in a single online system with a public register for each stream. NISO is the Bulgarian EPR producer register, the National Waste Information System, run by the Executive Environment Agency, and every filing is signed with a qualified electronic signature.
Seven waste streams each have their own public register inside it, required by the Waste Management Act.
What NISO covers
- Packaging: public producer register in force since June 2021, with a separate register for polymer carrier bags.
- Electronics: register active under the current 2014 ordinance.
- Batteries: national EPR since 2013, with the EU Battery Regulation from 18 August 2025.
- Tyres and waste oils: registers active since 2012 and 2013.
- Single-use plastics and fishing gear: litter-cost registration since September 2022.
Which producers must register
Producers that first place a covered product on the Bulgarian market, meaning manufacturers, importers and distance sellers.
Filing with an electronic signature
- Identify which stream register your products fall under.
- Obtain a qualified electronic signature, and if abroad appoint a Bulgarian representative.
- Register in the relevant NISO register.
- Join a recovery organisation or run an individual plan, or pay the product fee.
- Report your volumes through NISO on the applicable cadence.
Foreign producers and NISO
Under the Waste Management Act, an EU-seated producer of covered products may appoint a Bulgaria-based authorised representative for its duties, and one representative can serve several producers.
The filing still runs through NISO with a qualified electronic signature, so the representative needs one too.
