Hungary's overhauled producer register
Hungary rebuilt its producer responsibility in 2023, and registration now runs in two places at once. OKIR is the Hungarian EPR producer register at the National Waste Management Authority, but before you reach it you register with the state concession company MOHU, which invoices the fee.
Nine circular-product streams are in scope, textiles and wood furniture among them, which is wider than most EU registers.
The two-step registration
This is the part that catches producers out. Registration with MOHU comes first, then the authority register.
MOHU is the state waste-management concession company, holding a 35-year concession since July 2023, and it replaced the old environmental product-fee regime.
You register on its partner portal, and it invoices the EPR fee quarterly. Only then do you complete the National Waste Management Authority register through OKIRkapu.
What OKIR covers
The 2023 decree lists nine circular-product streams: packaging, single-use plastics, electronics, batteries, vehicles, tyres, graphic paper, textiles and wood furniture.
Two points are worth knowing. Hungary already runs textile producer responsibility, ahead of the EU requirement, and only wood furniture is in scope, not furniture of other materials. Lubricants sit outside the scheme entirely, still on the older eco-tax to the tax authority.
Who must register
Producers that first place circular products on the Hungarian market, importers and distance sellers included.
How registration works
- Obtain a KÜJ environmental customer ID.
- Map your products to their eight-digit circular-product (KF) codes.
- Register with MOHU on its partner portal. If established abroad, designate a Hungarian authorised representative first (see below).
- Complete the authority register through OKIRkapu.
- Report volumes and pay the quarterly EPR fee to MOHU.
How you fulfil the duty
Most streams are met collectively through MOHU. Electronics and industrial or automotive batteries can instead be fulfilled individually.
Registering from abroad
Producers established abroad that place circular products on the Hungarian market designate a Hungarian authorised representative, whose details are filed at registration and who registers and reports on their behalf.
