Three streams one Norwegian portal
Norway keeps producer responsibility to a tighter set than its neighbours. Produsentansvar is the Norwegian EPR register, the Environment Agency's portal for three streams: electronics, batteries and vehicles.
Norwegian rules make membership of an approved producer responsibility organisation compulsory for each stream. You never log in yourself: the portal is for reporting and case handling, only staff of approved schemes have a login, and your scheme tells the register when you join.
What the portal covers
- Electronics: join an approved scheme such as ERP Norway, Norsirk, Proretur, Recipo or Renas, and the scheme reports you to the register.
- Batteries: join an approved battery scheme, AS Batteriretur, ERP Norway, Norsirk or Renas. There is no separate state battery register yet, so membership is your registration.
- End-of-life vehicles: Autoretur is the single approved scheme, and every vehicle importer must be a member.

How you get into the register
- Confirm your stream and its approved PRO.
- Selling electronics straight to Norwegian households from abroad? Give a representative established in Norway a written authorisation first (see below).
- Join the approved PRO for your stream.
- Your scheme reports you to the register with your organisation number and product groups. There is no portal step for you.
- Report put-on-market data to your scheme on its schedule.
Foreign producers and representatives
Norwegian law sets no VAT-number condition. What matters is how you sell. If you sell to a Norwegian importer, that importer is the producer and joins the scheme.
For electronics, a producer based in the EEA may choose to appoint an authorised representative established in Norway, which then takes over the duty from its importers. A web shop abroad selling electronics straight to Norwegian households acts through a representative established in Norway. Batteries have no representative rule, so agree the route with a battery scheme before your first shipment.
