Where the newer Dutch schemes register
The Netherlands splits its producer duties by age. While electronics use the NWR, the country's newer schemes register directly with Rijkswaterstaat. RWS UPV is the Dutch EPR producer register for those, covering textiles, single-use plastics, fishing gear and batteries.
Rijkswaterstaat is part of the Ministry of Infrastructure and Water Management, and you must notify it within six weeks of first placing products on the market.
What RWS UPV covers
- Textiles: national scheme since July 2023, annual report by 1 August, with a 50% reuse and recycling target for 2025 rising to 75% by 2030.
- Single-use plastics: litter-cleanup duties since January 2023, with per-product fees Rijkswaterstaat sets each 1 June.
- Fishing gear: in force December 2024, with free take-back and a 32% collection target from 2025.
- Batteries: EPR obligations since 18 August 2025 under the EU Battery Regulation, with the Dutch implementing decree still pending.
Who must register
Producers that first place these products on the Dutch market, importers and distance sellers included.
Notifying Rijkswaterstaat
- Identify which scheme applies.
- If a foreign distance seller, appoint a Netherlands-based authorised representative (see below).
- Notify Rijkswaterstaat within six weeks of first placing products on the market.
- Report each year, textiles by 1 August, and pay the applicable per-product fees.

Foreign distance sellers count as producers and must appoint a Netherlands-based authorised representative for textiles, fishing gear and batteries.
