Portugal's per-stream producer register
Portugal registers producers stream by stream, not once for everything. SILiAmb is the Portuguese EPR producer register, run by the environment agency APA, where each product is classified into its stream and given a registration number on your certificate.
Most streams sit under one framework decree, UNILEX, and you file an annual declaration by 31 March.
What SILiAmb covers
Each stream runs through its own management system.
- Packaging: the SIGRE system, with PROs Electrão, Novo Verde and Sociedade Ponto Verde.
- Electronics: the SIGREEE system, six categories since 2018.
- Batteries: under UNILEX, with the EU Battery Regulation from 18 August 2025.
- Vehicles, tyres and waste oils: the SIGVFV, SIGPU and SIGOU systems.
- Single-use plastics: tobacco filters since January 2023, cups since January 2025.
- Furniture and mattresses: a new scheme adopted in 2024, with systems being licensed and a collection target for the end of 2026.
- Fishing gear: registration mandatory since January 2025, though no scheme is licensed yet, so classification cannot be completed.

Producers and packers that first place a covered product on the Portuguese market, importers and distance sellers included.
Enrolling each product
- Identify the streams your products fall under.
- If you have no Portuguese establishment, appoint a Portuguese authorised representative (see below).
- Register in SILiAmb and have each product classified in its stream.
- Join a licensed PRO for the stream.
- File the annual declaration by 31 March.
Your per-stream registration number
A registration number is issued per stream once a product is classified, and shown on the Certificado de Registo. APA publishes no fixed prefix.
Foreign producers and the representative
A producer without a Portuguese establishment, distance sellers included, appoints a Portugal-established representative by written mandate. The representative enrols in SILiAmb and takes on the duties.
