Eight streams in one Finnish register
Few registers in Europe cover as much as Finland's. Tuottajarekisteri is the Finnish EPR producer register, holding eight waste streams in one place, graphic paper among them, which is rare.
Supervision passed to the new Finnish Supervisory Agency (LVV) on 1 January 2026. There is no separate EPR number here: you are identified by your Business ID, and compliance is public in the Jätehuoltokompassi lookup.
What Tuottajarekisteri covers
- Packaging: EPR since 1997, with beverage packaging in the Palpa deposit-return scheme.
- Electronics: both consumer and business equipment.
- Batteries: under the EU Battery Regulation from 18 August 2025.
- Vehicles: commercial importers of new or used vehicles, at a 95% recovery target.
- Tyres and graphic paper: long-standing streams, the main tyre scheme being Suomen Rengaskierrätys.
- Single-use plastics and fishing gear: in force since January 2023, with fishing-gear collection at 10% of the gear placed on the market.
Who has to register
Producers that first place an in-scope product on the Finnish market, importers and distance sellers included. The register covers mainland Finland; Åland runs its own.
Joining the register
- Identify which of the eight streams apply.
- Join a Finnish producer organisation, or appoint a Finland-based representative where required (see below).
- Register in Tuottajarekisteri, or let the organisation register you.
- Report put-on-market data on each stream's cadence.
When a representative is mandatory
For most streams a foreign distance seller can either join a Finnish producer organisation or appoint an authorised representative established in Finland.
For electronics, single-use plastics and plastic fishing gear a representative is mandatory, and for batteries since 17 August 2025.
