Shopify gives you a storefront, not a compliance department. This page ranks six EPR tools on the two jobs a direct-to-consumer store actually has, getting order data out of the store and turning the parcel you pack into figures each country's register accepts.

Selling on a marketplace, you usually meet Extended Producer Responsibility (EPR) the day a listing goes dark. Selling from your own Shopify store, nothing goes dark. The obligation is identical and the warning is missing.

So this page ranks the best EPR software for Shopify sellers on what a direct-to-consumer store actually has to solve. Getting orders out of the store, and turning the parcel you pack into figures each country's register will accept.

No one checks your Shopify store before you sell

Sell through a marketplace and somebody else is legally required to check your paperwork before your first order. Sell through your own store and nobody is. That one difference is what makes EPR on Shopify a different job from EPR on Amazon.

What a marketplace has to do

From 12 August 2026 the EU Packaging and Packaging Waste Regulation (PPWR) makes an online platform collect two things from a seller before letting them trade.

  1. Your registration number in the producer register of the country your customer is in.
  2. Your own written self-certification that you are meeting the EPR rules in that country.

The platform then has to make best efforts to judge whether what you handed over is complete and reliable, which in practice means checking it against the public register.

The exact wording is what matters here. The duty falls on platforms that allow consumers to conclude distance contracts with producers, which is the shape of a marketplace, where the buyer's contract is with a third-party seller.

Why your own store works differently

On your own Shopify store the contract is between you and your customer. Shopify supplies the storefront, the checkout and the hosting, and their merchant documentation has no step where you hand over an EPR number.

So there is no listing to suppress and no seller account to review. Online marketplace EPR obligations are a duty on somebody else, and on a store you own, that somebody is you.

The duty does not soften because nobody asked

You are a producer in every country where you first make packaged goods available to customers, and the regulation is blunt about the order of events. You may not make packaging available in a country for the first time unless you, or your representative, are already registered there.

No grace period is written into that, and there is no version of it where the first parcel is free. What eventually finds a D2C brand instead is a register's own enforcement, a scheme audit, or the day a wholesale buyer or a marketplace asks for the number you never got.

The parcel you pack is packaging you report

A marketplace seller thinks about the box the product comes in. A direct-to-consumer seller ships that box inside another box, and both of them are yours.

Four things leave your warehouse and all four are packaging

The regulation gives the outer layer its own name. E-commerce packaging is transport packaging used to deliver products in the context of online or other distance sales to the end user, so the mailer and everything you put inside it counts as packaging you placed on the market.

A single order from a Shopify store usually carries four reportable things.

  1. The sales packaging. The box, bottle, pouch or wrap the product itself comes in.
  2. The e-commerce packaging. The mailer, satchel or carton you ship it in.
  3. The void fill. Paper, air pillows, bubble wrap, foam or wood wool.
  4. The finishing layer. Tape, shipping labels, stickers and any printed insert or leaflet.

Weigh those by material and the shipping layer often outweighs the product's own packaging. It is also the layer a product catalogue built for retail never recorded, because in a retail world somebody else was shipping the parcel.

Your mailer is the transport packaging that needs a label

From 12 August 2028, or 24 months after the Commission's implementing acts if those land later, packaging placed on the market has to carry a harmonised label showing what it is made of, so consumers can sort it.

Transport packaging is exempt from that rule. E-commerce packaging is the written exception to the exemption, so the label requirement reaches your mailer even though it never reaches a pallet wrap.

Void fill counts as empty space rather than as filling it

From 1 January 2030, or three years after the implementing acts if that is later, whoever fills grouped, transport or e-commerce packaging has to keep the empty space ratio at 50 percent or less.

The sting is in the definition. Paper cuttings, air cushions, bubble wrap, sponge and foam fillers, wood wool and polystyrene chips are all counted as empty space rather than as something filling it.

The Commission sets the calculation method by 12 February 2028, and one exemption is already written in. Ship the product in its own sales packaging, with the label stuck straight onto it, and the 50 percent rule does not apply to you.

Notice who the duty names. It lands on the economic operator who fills the box. When a marketplace's warehouse packs your order, the person filling it is not you. When your own warehouse or your third-party logistics partner packs it on your instructions, it is.

Every market you switch on is another register

Shopify makes selling into a new country a settings change. The law does not.

Their own documentation describes what a market controls, which is currency, product availability, theme content, domains, languages and taxes. Producer registration is not on that list and does not follow automatically.

Three things follow instead, and each one is a job a tool either does for you or leaves with you.

  1. A registration per country and per stream. You register where you first make packaged goods available, and packaging, batteries and electrical goods are separate registrations rather than one.
  2. A representative where you are not established. A distance seller shipping into a country from outside it has to appoint an authorised representative for EPR there by written mandate.
  3. Lead time you cannot compress. A register has up to twelve weeks to issue your number once your application is complete, so the toggle flips months before the paperwork clears.

Then the part that repeats starts. You report what you sold in each country, by material and by weight, by 1 June for the previous calendar year. Under ten tonnes of packaging in a country and a lighter set of figures applies, and a member state is allowed to ask for the numbers quarterly instead.

Where the six tools land on streams and on Shopify

Two things separate these tools before anything else does. How much of your range they cover, and whether they read your store at all. The bars below are stream coverage, and the words to the right are what each one connects to.

Repax does not top that bar and we are not going to pretend otherwise. ecosistant adds furniture on top of everything else, so a store selling sofas alongside skincare gets further with them than with us.

What the bar cannot show is depth, which is the difference between recording one packaging weight per product and recording the mailer, the tape and the paper separately. That is the next thing to look at.

What we looked for in EPR software for a Shopify store

We ranked on what a direct-to-consumer store has to solve, not on the lowest sticker price. Five things carried the most weight.

  1. Whether it reads your Shopify orders. You already hold clean, SKU-level order data with a destination country on every line. A tool that makes you export and reshape that by hand is wasting the one advantage a D2C store has over a marketplace seller.
  2. Whether it can model a parcel and not just a product. Mailer, void fill and tape have to attach to an order somewhere. A tool that only holds one packaging weight per product cannot represent what actually left your warehouse.
  3. Whether it splits your sales by destination country. This is what decides which register you owe. A single European total has not done the job.
  4. Whether it gets you the number or only the figures. Both are legitimate products and they are not the same purchase. Knowing which one you are buying matters more than the price.
  5. What it costs once orders grow. Per-order pricing is common in Shopify apps and behaves nothing like a flat fee once you ship thousands of parcels a month.

One thing we did not treat as a pass or fail is whether the tool has a Shopify app. Only two of the six do, and a tool with no app can still be the right answer, which is why ecosistant and Lizenzero are on the list at all.

The best EPR software for Shopify sellers ranked

Six tools in order, each with what it is, who it suits and the thing to check before you commit. Every screenshot is the tool's own site or app.

  3. On Shopify. Shopify is a named data source, so orders come in through the integration, a CSV or the API rather than by hand.

  5. Pricing. Core and Declare each have a free tier at €0 a month, then €29 a month on Growth and €59 a month on Pro, with a custom tier for high volume (as of August 2026).
  6. Watch-out. Core prepares the filing and does not submit it, and it will not obtain your German LUCID number or its equivalent elsewhere. Registration stays your job, or somebody else's on this list, until Comply ships.

2. EPR Insights for the closest thing to a Shopify-native workflow

EPR Insights is the one tool here built around Shopify rather than adapted to it. The app installs from the Shopify App Store, syncs orders automatically, and tracks at order and shipment level, which is the granularity the parcel problem needs.

They are a Danish company from Aarhus, the app launched in August 2025 and it holds a 5.0 rating from three reviews, so treat that score as early rather than settled.

  2. Strengths. Automatic order sync from the store; order and shipment-level tracking; support for country-specific modulated fees; public pricing and a free trial.
  3. On Shopify. A native app, and Shopify is the only sales channel they name, so a second channel is manual.
  4. Markets and streams. 39 countries with 14 or more active markets. Packaging, batteries, electronics and single-use plastics.
  5. Pricing. From $15 a month with 400 orders included, then $0.05 per order above that. Higher tiers run $29 with 1,500 orders and $59 with 4,500, all with a 7-day trial (as of August 2026).
  6. Watch-out. The output is country-ready and audit-ready exports, and they do not claim to submit for you. Per-order fees also mean a high-volume, low-value store pays for parcels rather than for complexity.

3. Staxxer for handing the registrations over while Shopify Markets is on

Staxxer is the closest thing here to giving the whole registration problem to somebody else, and they publish what it costs. They register you and file your returns, country by country and stream by stream.

They also have a Shopify app, and it carries VAT alongside EPR. That combination matters more on Shopify than anywhere else, because switching on a new market raises a cross-border VAT question and a producer registration in the same week, and the One Stop Shop return that answers the first one is their original product.

  1. Best for. A store expanding through Shopify Markets that wants the registrations, the filings and the VAT handled by one firm at a known price.
  2. Strengths. They do the work instead of handing you a file; public per-country prices; VAT and EPR in one dashboard; a Shopify app that has been live since 2023.
  3. On Shopify. A native app that connects the store, though on the EPR side it feeds their service rather than replacing it.
  4. Markets and streams. EPR priced for Germany, France, Italy, Spain, Belgium, Poland, Austria, Sweden and the Netherlands, plus the UK and Czech Republic named on their EPR page. Packaging, electronics and batteries.
  5. Pricing. Per country and per stream, so German packaging is €199 to register plus €159 a year to file, and Dutch packaging is €199 plus €299 a year. Their VAT app is free up to 200 transactions a month (as of August 2026).
  6. Watch-out. This is a service, not a product-data platform. Your packaging specs still have to come from you, and the per-country fees stack as you turn markets on.

4. ecosistant for the widest range and a representative

ecosistant covers more ground than anything else here, up to 30 European countries across five streams, and they price per country rather than per platform. A store in six markets pays for six.

They also run an authorised representative service for electronics and batteries, which is the piece a seller shipping into the EU from outside it cannot buy from most software.

  2. Strengths. The broadest country and stream coverage on this list; pay per country; a premium tier where they obtain your numbers; software with a consultant behind it.
  3. On Shopify. No integration named. You bring your volumes to them.
  4. Markets and streams. Up to 30 European countries. Packaging, electrical goods, batteries, textiles and furniture.
  5. Pricing. From €24.90 per country (as of August 2026).
  6. Watch-out. Per-country pricing adds up fast once Shopify Markets has you live in eight or nine places, and nothing about your order data is automated.

5. ForSURE for a free start on a small catalogue

ForSURE is the cheapest legitimate way onto this list, because there is a genuinely free plan for sellers under €500,000 of annual gross revenue, renewable each year. For a store still deciding whether compliance deserves a budget line, that is a real answer.

Their integration story points the other way, though. Amazon, eBay and Etsy are the channels they name, and Shopify is not among them, although they say they support direct API connections with any platform.

  2. Strengths. A free plan that covers real reporting; four streams including textiles and single-use plastics; submission from one place rather than a login per portal.
  3. On Shopify. Not named as a connection. Amazon, eBay and Etsy are.
  4. Markets and streams. Across the EU, with the free plan's report templates built for Belgium, Germany and the Netherlands. Packaging, electrical goods, batteries and textiles.
  5. Pricing. Free under €500,000 annual gross revenue, valid a year and renewable. Paid tiers are not published (as of August 2026).
  6. Watch-out. Matching products to EPR categories is a step you do rather than something it works out, and you will need a quote once you outgrow the free plan.

6. Lizenzero for clearing German packaging cheaply

Germany is where most European D2C stores meet this first, and Lizenzero, a brand of Interzero, is the cheapest legitimate route through it. You enter your packaging quantities, they license them, and you get the quantity file your LUCID registration needs.

Their separate European platform takes packaging licensing across 31 countries and acts as your authorised representative where a country requires one, which is a real answer for a store shipping into the EU from the UK or further afield.

  1. Best for. Small stores whose European sales are mostly Germany, and non-EU sellers who need a representative for packaging.
  2. Strengths. The lowest entry price here; fully self-serve on the German side; a done-for-you European service across 31 countries; representation where it is required.
  3. On Shopify. No integration. You enter quantities yourself.
  4. Markets and streams. Germany on the self-serve platform, 31 countries on the European one. Packaging only, covering paper and cardboard, plastics, glass, aluminium and steel.
  5. Pricing. From €39 a year in Germany, priced on the quantities you declare. The European service charges €299 per country plus each scheme's own volume fees, with discounts of 5, 10 and 15 percent at 3, 5 and 8-plus countries (as of August 2026).
  6. Watch-out. They do not register you in LUCID, you do that yourself with their file. Packaging only, so one product with a battery in it sends you elsewhere.

Matching a tool to how your store is set up

Very few stores choose this in the abstract. Something about the setup decides it, and these are the six situations we see most.

  1. Shopify is your only channel and you pack your own parcels. Repax for the packaging model, because the mailer and void fill have to live somewhere structured, or EPR Insights if what you want most is the orders arriving on their own.
  2. You have just switched on Shopify Markets. Staxxer, because the VAT registration and the producer registration arrive together and they handle both.
  3. You ship into the EU from the UK or outside Europe. ecosistant for electrical goods and batteries, Lizenzero for packaging, because both provide the representative you are required to appoint.
  4. Your range includes anything electrical or anything with a battery. Repax, EPR Insights, Staxxer, ForSURE or ecosistant. Lizenzero is packaging only and will not cover it.
  5. Revenue is under €500,000 and compliance has no budget yet. ForSURE's free plan, or the free tiers of Repax Core and Declare, then revisit once a second country is live.
  6. You ship thousands of low-value parcels a month. Check the pricing model before the feature list, because per-order fees and flat monthly fees diverge sharply at that volume.

What is the best EPR software for Shopify sellers?

For most Shopify sellers it is Repax, because the part that repeats every year is turning a real parcel into per-country figures, and that is a product-data job.

If what you want above all is orders flowing in without anyone touching them, EPR Insights is the most Shopify-native option. If you want the registrations done for you rather than the reporting made easier, Staxxer is the one to look at.

Does Shopify require an EPR number?

Shopify publishes no requirement to give them one. The registration check in the PPWR is written for platforms that let consumers conclude distance contracts with producers, which describes a marketplace rather than a store you own and run yourself.

That changes nothing about your own duty. You are still the producer in every country you ship to, and you are still required to be registered there before the first order goes out.

Do I need EPR registration for a Shopify store?

The practical trigger is usually commercial rather than legal. A wholesale buyer, a marketplace you later add, or a due diligence check asks for a number, and the answer has to already exist.

Which EPR software connects to Shopify?

Three of the six on this list. EPR Insights and Staxxer both publish apps on the Shopify App Store, and Repax names Shopify as one of its supported data sources alongside WooCommerce, PrestaShop, Magento and a REST API.

ecosistant, ForSURE and Lizenzero name no Shopify connection, though ForSURE does say they support direct API connections with any platform.

There is a fourth Shopify-native app, EPR One, which reads your orders and prepares German LUCID and dual-system files, though it launched in September 2025 and covers Germany alone.

Do I need this if I only sell in one country?

Yes, if that country runs an EPR scheme for what you sell, which every EU member state does for packaging. A single market makes the job smaller rather than optional.

What changes with one country is the tool you need. A single register and a small catalogue is the case where the cheapest route, whether that is a free tier or Lizenzero's German licensing, usually beats a platform.
