The EU Battery Regulation splits into several duties, and only some of them need software. This guide ranks the six best tools for the part that does: registering as a battery producer and reporting what you place on the EU market.

This guide ranks the best EU Battery Regulation compliance software for the part most producers have to run every year: registering as a battery producer, reporting the batteries you place on the EU market, and paying toward their collection.

What the EU Battery Regulation asks of producers

The EU Battery Regulation, Regulation (EU) 2023/1542, replaced the old 2006 Batteries Directive and applies across the EU. It covers five kinds of battery: portable, light means of transport (LMT), industrial, electric vehicle (EV), and the starting batteries in vehicles (SLI).

The five battery categories in the EU Battery Regulation: portable (phones, laptops, tools), light means of transport or LMT (e-bikes and e-scooters), industrial (equipment and energy storage), electric vehicle or EV (cars, vans and buses), and starting or SLI (starting, lighting and ignition in vehicles).

The important thing to understand before you shop for software is that it asks for several different things, and no single tool does all of them. Here is the whole list, with who each part is really for.

  1. Register, report and fund collection. If you put batteries on the EU market you are a producer. Since 18 August 2025 you must register in each country you sell in, report the quantity you place on the market, and pay toward collecting and recycling waste batteries. This is the recurring paperwork, and it is what the software on this page helps with.
  2. Label the battery. Batteries need a separate-collection symbol, capacity and chemistry marking, and from 18 February 2027 a QR code.
  3. Declare the carbon footprint. EV batteries have needed a carbon footprint declaration since 18 February 2025, and rechargeable industrial batteries since 18 February 2026. This is a lifecycle-assessment job, not a reporting one.
  4. Carry a digital battery passport. From 18 February 2027 every EV battery, LMT battery, and industrial battery above 2 kWh must carry a digital passport reachable by QR code.
  5. Show supply-chain due diligence. Larger operators (net turnover of €40 million or more) must show responsible sourcing of cobalt, lithium, nickel and graphite. This duty was pushed back to 18 August 2027.

So Extended Producer Responsibility (EPR) is item 1: registering, reporting and paying. That is the job you repeat every year, and the one worth buying software for.

The next section is honest about which items software covers and which it does not.

What battery software covers and what it does not

Battery compliance software is built for the EPR side of the regulation. It works out where you have to register, holds your battery data, produces the producer registration and the yearly quantity reports each country wants, and tracks the fees.

That is the repeating operational load, and it is real work. A producer selling across several EU countries can face a different register, format and deadline in each one.

What this software does not do is the other three jobs, because they are a different kind of tool built on different data.

  • The battery passport is a data product, a QR-linked record that travels with each battery. Specialists here include Circulor and Minespider, and Spherity's Catena-X-certified passport. The Global Battery Alliance publishes the passport standard many of them build to.
  • The carbon footprint declaration is a lifecycle assessment. Minviro focuses on batteries, and broader platforms such as Makersite handle it too.
  • Supply-chain due diligence traces raw materials back to the mine. Circulor covers this as well as the passport, alongside traceability platforms like Sourcemap.

None of these is an EPR competitor, and none of the tools ranked below produces a passport, a carbon footprint, or a due-diligence report. If those are your problem, the names above are the place to look. If your problem is registering and reporting, read on.

Sphera runs one of the oldest names in product compliance, with the broadest raw coverage here: batteries as part of a global product spanning more than 360 schemes.

There is no single best tool for every producer, so match it to your situation.

Two notes. If your batteries also go on sale in the UK, that is a separate regime under the UK Waste Batteries Regulations, where Valpak runs an approved scheme.
