Where Dutch construction EPR stands today
Construction materials EPR in Netherlands is far narrower than the label suggests. There is no producer-responsibility scheme for construction products at large, only one duty on flat glass, run by Vlakglas Recycling Nederland.
Even that narrows one notch further. The whole flat-glass family is collected, but only insulating glass (isolatieglas) carries the mandatory contribution.
It runs on a declared industry levy that was renewed to cover 1 January 2026 to 31 December 2030, replacing the older 2023 to 2027 agreement some pages still show.

Who the construction rules cover in the Netherlands
Liability sits with whoever first places insulating glass on the Dutch market:

- Companies buying abroad and selling insulating glass on domestically
There is no small-producer exemption. Every producer or importer of insulating glass is liable and must register. The only relief is administrative, since small or sporadic importers may report and pay once a year instead of each quarter.

The money is a single per-kilogram waste-management contribution on insulating glass, set at 0,0175 euro per kilogram (excluding VAT) from 1 January 2026, which the fund may adjust yearly. Reused flat glass is exempt for the reused portion.
