Selling construction materials into France
If you sell building products through an online marketplace, that platform now shares your problem. Under article L541-10-9 the marketplace is liable for its third-party sellers' construction materials EPR in France unless you can prove you are compliant, so your listing can hinge on it.
Behind that gate sits the PMCB filière, produits et matériaux de construction du bâtiment, one of the youngest and largest EPR schemes anywhere. It has been operational since January 2023, with the first éco-contributions falling in May 2023.
Picture yourself placing a pallet of building product on the French market. From that first unit you are a producer, with no general small-volume exemption to fall back on. The real first question is not whether you are covered but which scheme covers you.
Before you can sell construction materials in France
The PMCB stream is split across four éco-organismes by product family, so matching your catalogue to the right one is step zero. Ecominero handles inert minerals, while Valobat, Valdelia and Ecomaison cover the other materials, all coordinated by OCAB.
You do not register yourself. Once you join the right scheme it enrols you in the SYDEREP register and issues your IDU, one identifier per producer per filière, which must then appear in your terms of sale and on your website. It is the same registration proof used across EPR in France.
Reporting construction materials volumes in France
Reporting is annual. You declare the building products you placed on the French market to your PMCB éco-organisme, which consolidates the figures and files them to ADEME by 30 April under the arrêté du 12 décembre 2022. Your own declaration to the scheme falls earlier, on its own calendar.
What that reporting funds is the scheme's headline promise to the trade, free take-back of sorted construction waste at a growing network of collection points, paid for by the upstream éco-contributions producers report and pay.
What you pay and to whom in France
The cost comes in three layers. The register layer is empty, because ADEME charges nothing for SYDEREP or for the IDU.
The scheme layer is the real one. You pay a per unit or per tonne éco-contribution to your PMCB éco-organisme, and since no statutory rate exists you should treat any published barème as that scheme's own figure.
The third layer moves the fee up or down. AGEC primes and pénalités reward or penalise design, and a recycled-plastic modulation sharpens from 1 January 2026.
If you have no French establishment
Selling in from abroad does not lift the duty. A non-established producer complies the same way, by joining the correct PMCB éco-organisme, which registers it in SYDEREP.
The older mandataire route was partly annulled by the Conseil d'État on 10 November 2023, so lean on scheme membership and treat any specific authorised representative rule as unsettled.
Construction is also one of Europe's least harmonised streams, so a manufacturer selling across borders cannot assume the French model travels.
