Who counts as a furniture producer in Hungary
Furniture EPR in Hungary rests on one national law, Gov. Decree 80/2023, and that law is narrow on purpose. It lists only furniture made of wood (fából készült bútor) as a covered stream, so scope is the first thing to settle.
You are a producer here if any of these fit.
- You place wooden furniture on the Hungarian market for the first time, from the first unit.
- You import wooden furniture into Hungary or sell it to Hungarian households across the border.
- You have no Hungarian establishment, in which case an authorised representative carries the duty for you.
What wooden only scope means in Hungary
Only wooden furniture is inside the scheme. Furniture made of metal, plastic, glass or upholstery sits outside it, and there is no EU furniture directive behind the rule, so the Hungarian obligation stands on national law alone.
The cost, when the duty applies, is a per-kilogram EPR fee to MOHU. The wooden-furniture unit fee is 17 HUF per kilogram, multiplied by the quantity you place on the market and invoiced by MOHU, and there is no individual-fulfilment option, so everything runs collectively.
A mixed-material piece needs a material-by-material read. The wooden parts can carry the duty while the rest falls outside it, so do not assume a whole product is in or out of scope.
How registration works in Hungary
Registration across EPR in Hungary runs through the Hungarian producer register in a fixed order and must be done before any market activity.
- Enrol on the MOHU Partner Portal at oss.mohu.hu with your tax number, KÜJ environmental customer ID and KF product codes.
- Register with the National Waste Management Authority through OKIRkapu at kapu.okir.hu.
- Report quarterly by the 20th of the month after each quarter, or annually by 20 January if you are a small or primary agricultural producer.
Frequently asked questions about furniture EPR in Hungary
The questions furniture makers and importers raise most about the Hungarian rules.
What does furniture EPR mean in Hungary?
It means producers of wooden furniture register, report and pay a per-kilogram fee through MOHU under Gov. Decree 80/2023. Only furniture made of wood is in scope, so furniture of other materials falls outside the scheme.
Do foreign or online sellers need an authorised representative in Hungary?
Yes. A producer established outside Hungary must appoint a Hungarian authorised representative, the meghatalmazott képviselő, who registers and reports on its behalf.
When are furniture reports due in Hungary?
Quarterly data is due by the 20th of the month after each quarter. Small producers and primary agricultural producers may instead report annually by 20 January.
What changes next for furniture EPR in Hungary?
Little at national level, since the scheme is already in force for wooden furniture and no EU furniture directive is on the horizon. The open question for producers is scope, namely whether other materials are ever brought in.
