The UK's packaging EPR service
The UK swapped its old packaging rules for a new system in 2025. RPD, short for Report Packaging Data, is the UK packaging EPR register where producers sign up and report. Defra runs the service, you register with your environmental regulator, and PackUK sets and invoices the fees.
Packaging EPR came into force on 1 January 2025, and PackUK invoiced the first disposal fees from October 2025.
Who runs it and who pays
PackUK administers the scheme for all four UK nations, alongside the environmental regulators that handle registration. It sets and invoices the waste disposal fees, while registration sits with the regulators.
What you owe scales with size. Large producers, with turnover of more than £2M and more than 50 tonnes of packaging, carry the full data and fee duties. Small producers, with more than £1M and more than 25 tonnes, have lighter reporting.
Who must register
UK businesses that supply or import packaging above those thresholds. A non-UK business with a UK presence registers directly.
Where a non-UK seller has no UK presence, the duty does not disappear. It moves to the UK importer or first UK owner, or to the online marketplace for items sold through it.
How registration works
- Check whether you meet the large or small producer thresholds.
- Register with your environmental regulator through the Report Packaging Data service.
- Report the packaging data you handle on the required schedule.
- Pay your pEPR fees through PackUK.
Registering from abroad
UK packaging EPR has no authorised-representative route, which sets it apart from most of the EU. A non-UK business with a UK presence, an address or an operation in the country, registers directly like any domestic producer.
Where a non-UK seller has no UK presence at all, the first UK business in the chain carries the obligation: the importer or first UK owner, or the online marketplace for items sold through it. A representative never does.
