The UK's packaging EPR service
The UK swapped its old packaging rules for a new system in 2025. RPD, short for Report Packaging Data, is the UK packaging EPR register where producers sign up and report, run by PackUK with the national environmental regulators.
Packaging EPR came into force on 1 January 2025, and the first fees fell due from April 2025.
Who runs it and who pays
PackUK administers the scheme for all four UK nations, alongside the environmental regulators that handle registration. It sets the producer fees and collects them, so the register and the bill sit in one place.
What you owe scales with size. Large producers, with turnover of £2M or more and 50 tonnes or more of packaging, carry the full data and fee duties. Small producers, at £1M or more and 25 tonnes or more, have lighter reporting.
Who must register
UK businesses that supply or import packaging above those thresholds. A non-UK business with a UK presence registers directly.
Where a non-UK seller has no UK presence, the duty does not disappear. It moves to the UK marketplace hosting the seller.

- Register with your environmental regulator through the Report Packaging Data service.
- Report the packaging data you handle on the required schedule.
- Pay your pEPR fees through PackUK.
Registering from abroad
UK packaging EPR has no authorised-representative route, which sets it apart from most of the EU. A non-UK business with a UK presence, an address or an operation in the country, registers directly like any domestic producer.
Where a non-UK seller has no UK presence at all, liability falls on the UK online marketplace that hosts it. The marketplace, not a representative, carries the obligation.
