Extended Producer Responsibility (EPR) is the rule that makes producers pay for the packaging, electronics and batteries they sell, and report each one to the right authority.

Germany is the hard case, because packaging, electronics, batteries and single-use plastics each run through their own German register, with their own deadline.

This guide ranks the best German EPR software for producers selling into the country.

How EPR works in Germany

German EPR is not one obligation. Packaging, electronics and batteries, and single-use plastics each run through a separate German register, and the EU's PPWR now adds a layer on top. Here is what each one asks of you before you choose a tool.

Packaging goes through LUCID and a dual system

Packaging is the stream almost every seller triggers, and in Germany it is a three-part job. You register in the LUCID Packaging Register, run by the ZSVR (Zentrale Stelle Verpackungsregister), which is free but mandatory before you sell.

You then sign up with a dual system, a private operator that collects and recycles your packaging for a fee based on how much you put out and what it is made of.

Finally you report your volumes to both, and the two figures must match, because the ZSVR reconciles them. That is three moving parts for one stream, so good software keeps the numbers aligned before a mismatch triggers a query.

Electronics and batteries go through stiftung ear

Sell anything electrical or with a battery in it and packaging is not your only duty.

Electronics (under the ElektroG) and batteries both go through a separate authority, stiftung ear, which issues a WEEE (waste electrical and electronic equipment) number and a battery number and takes a quantity report each year.

Sellers without a German base need a local authorised representative. It is a different portal on a different rhythm from your packaging work.

Single-use plastics go through the Environment Agency

If you ship single-use plastic items, food-to-go packaging or drinks, a third stream applies. Since 2024 their makers pay a levy into the Single-Use Plastics Fund, run by the German Environment Agency (Umweltbundesamt) through its DIVID platform.

It is smaller than packaging, but it is another register to track, with its own report each year.

And now PPWR sits on top of all of it

One more layer is arriving for everyone.

From 12 August 2026 the EU Packaging and Packaging Waste Regulation (PPWR) applies directly, including in Germany, and adds the EU Declaration of Conformity (DoC), a signed statement backed by a technical file that your packaging meets the rules.

So a tool built for Germany now has to do two things: handle the established German registers, and be ready for the Declaration of Conformity.

For a micro or small business whose only German duty is packaging, it is the quickest, cheapest way in.

It covers the everyday packaging materials, paper and cardboard, plastics and glass, with a calculator that prices your licence from the volumes you enter. What it is not is a broader platform, so it stops where packaging stops.

ecosistant is the value pick for a smaller seller who has more than packaging to worry about and sells beyond Germany too.

It covers Germany plus up to around 30 European countries, and it handles more streams than most tools at this size, including packaging, electronics, batteries, textiles and furniture.

It prices per country, from €24.90, which is hard to beat if your list of markets is long but your volumes are modest.

It pairs self-service software with optional consultancy, and it publishes plain guides to the German registers, so it is a friendly on-ramp for a growing online shop.

Staxxer is built for the marketplace seller shipping into Germany from abroad, where EPR is only half the problem and German VAT is the other half. It bundles both, arranging your registrations and filing on your behalf as a done-for-you service, rather than handing you software to run yourself.

If you sell on Amazon or a webshop across borders and want one provider to take VAT and EPR off your plate, that is its pitch.

It integrates with Amazon, Shopify and Bol.com, and it prices its German packaging EPR openly, from a registration fee plus a yearly charge. The trade-off is that EPR sits alongside a VAT-first product, so it is a service rather than a compliance data platform.

That is its draw and its trade-off. It is built for large enterprises that want to hand the whole thing over, not for a team that wants to run German compliance itself.
