ISO 18601 is the umbrella standard that sets the general rules for using the ISO packaging and environment standards (ISO 18602 to 18606) together as one system. Published in 2013, it sits at the top of the ISO 18600 series and sets the order the other five are applied in.
ISO 18601 is easy to skip, because on its own it does not cover recycling or reuse or any single outcome. It sits one level up. Get it wrong and the other five standards get applied in the wrong order.

How the six packaging and environment standards fit together
ISO 18601 describes the series as one decision path, not a menu you pick from at random. In its 2013 edition, every packaged product runs through the same two steps, in order.
- Optimize the packaging (ISO 18602). Bring the weight and volume down to the least you need while the packaging still does its job (protect the product, carry the information, survive the trip). This comes first, and it applies to all packaging before any question of recovery.
- Reuse or recover it at end of life (ISO 18603 to 18606). Once the packaging has done its job, it is either reused or recovered. This is where the rest of the series comes in.
The four end-of-life options
- Reuse (ISO 18603). The packaging is designed and set up to be used again for the same purpose, like a refillable crate or a returnable bottle.
- Material recycling (ISO 18604). The material is reprocessed into new material.
- Energy recovery (ISO 18605). The material is burned in a controlled way to capture the energy.
- Organic recycling (ISO 18606). Packaging that can safely break down is composted or anaerobically digested.
The first option (reuse) and the other three (recovery) are the two branches of that end-of-life decision. And one small but important detail: ISO 18601 uses the word "or" to mean "one or the other or both," so a single piece of packaging can qualify for more than one recovery route.
Two things worth pulling out
- Optimization is not optional. Under ISO 18602 it comes before the recovery question, for every piece of packaging.
- ISO 18601 does not judge your packaging itself. It does not decide whether your packaging is recyclable or reusable, the specific standard below it does that. Its job is to make sure you run the right steps, in the right order, and write down what you found.
What ISO 18601 asks a supplier to do
Underneath the family map, ISO 18601 sets a handful of general requirements that apply no matter which recovery route your packaging ends up taking. In plain terms, it asks you to do three things.
- Pick the right assessment procedures. For each piece of packaging you work out which standards in the series apply, then assess against those. ISO 18601 is where that selection is set out, so two people assessing the same packaging follow the same method.
- Check for the four heavy metals and other harmful substances. The series requires you to assess packaging for lead, cadmium, mercury, and hexavalent chromium, plus other substances that are hazardous to the environment. This check runs across the whole series, not just one route.
- Write down what you assessed. You document the assessment data so the result can be shown to a customer, an auditor, or a regulator later. ISO 18601 even includes a sample form (in Annex B) a supplier can use to record that the requirements have been met.
The point that trips people up: this is a conform-and-declare standard, not a certificate. There is no such thing as being "ISO 18601 certified."
The requirements can be demonstrated by you as the supplier, by your customer, or by an independent third party, but nobody hands you a certificate to hang on the wall.
Who ISO 18601 is for
ISO 18601 is written for the supplier, meaning whoever places the packaging or the packaged product on the market. In practice that is usually the brand owner or producer who is legally responsible for the packaging.
It also matters to the people around that supplier. Packaging designers use it when they choose materials and formats early on, and assessors or auditors use it later when they check the claims.
If you are a small producer who has never opened an ISO standard, the useful takeaway is simpler. Your packaging supplier or converter is often already working to this framework, so you can ask them for the assessment records rather than building the whole thing from scratch.
How ISO 18601 connects to EU packaging rules
This is where a framework from 2013 quietly becomes relevant again. The steps ISO 18601 lays out line up almost exactly with what EU law now asks producers to prove.
Under the EU Packaging and Packaging Waste Regulation (PPWR, Regulation (EU) 2025/40), packaging placed on the EU market has to meet a set of design requirements, and the producer attests to them in a Declaration of Conformity. Set the two side by side and the overlap is hard to miss.
- Minimisation (PPWR Article 10) is the same idea as optimization in ISO 18602.
- Recyclability (PPWR Article 6) is what ISO 18604 assesses.
- Reusable packaging rules (PPWR Article 11) sit alongside ISO 18603.
- Compostable packaging (PPWR Article 9) maps to ISO 18606 organic recycling.
- The four heavy metals capped at 100 mg/kg (PPWR Article 5(4)) are the exact substances ISO 18601 makes you assess.
Here is the honest caveat. Conforming to the ISO series is not the same as being PPWR compliant. PPWR has its own methods and delegated acts, and it grades recyclability into A, B, and C bands in a way the 2013 ISO standard never did.
What the ISO framework gives you is a sensible way to organise the underlying work, and the assessment records it asks you to keep look a lot like the evidence a producer needs anyway.

ISO 18601 and the European EN 13427 standards
If you work in Europe you may know this series under different numbers. The ISO 18600 series is the international version of an older European set, the EN 13427 series from the European standards body CEN, and they line up standard for standard. The EN versions came first, and they were written to show a "presumption of conformity" with the essential requirements of the old EU Packaging Directive (94/62/EC). The ISO versions took the same structure and made it international.
So if you already assess packaging against EN 13427 and its family, you are working to the same logic ISO 18601 describes.
