ISO 59014 is the international standard that sets out how to recover secondary materials responsibly and how to keep the record that proves where they came from.
Published in its first edition in 2024, it answers two questions at once. Was the recovery done in a way you would defend, and can you show where the material has been.
It is one of five standards in the ISO 59000 circular economy family, written for operators rather than buyers.
A recycled content figure looks like a fact about a material. It is really a claim about a supply chain, and it holds only if somebody upstream wrote things down.
ISO 59014 and where it came from

That double parentage explains the mouthful of a title. Two ISO committees wrote it together, one that has spent decades on environmental management and life cycle work, one set up for the circular economy.
The predecessor matters too. ISO 59014 is a technical revision of IWA 19:2017, an International Workshop Agreement that covered secondary metals only.
Three of the changes ISO itself lists are worth knowing, because they are the reasons the document grew:
- The scope stopped being about metals and now covers recovered materials generally.
- Operational requirements were added, so the standard says something about how collection and sorting are actually run.
- Subsistence activities were recognised, which brought the people doing informal recovery work inside the standard's own requirements.
Why ISO 59014 never says waste
The vocabulary is not decoration here. The words the standard chooses are what set its boundaries, so they are worth getting straight before anything else.
Recoverable resource instead of waste
ISO 59014 avoids the word waste and uses recoverable resource instead, which it defines as a resource that can be recovered and used again after it has already been processed or used.
That is not a euphemism. It is a scoping decision. If the material is genuinely heading back into use, the standard treats it as a resource in transit and asks you to look after it accordingly.
The output of that journey is a secondary raw material, ready to go into something new.
What counts as recovery and what does not
Because the standard follows material back into use, three things sit outside it. This is the part people most often get wrong.

Energy recovery and disposal are out, because neither returns a material to use.
Preparing products or components for reuse, repair, refurbishment or remanufacturing is also out. Those routes keep the product intact rather than recovering the material inside it.
One more exclusion is easy to miss. ISO 59014 does not set quality criteria for any particular secondary material, so it will not tell you what counts as good recycled polypropylene. It governs the operation and the record, not the specification.
How a recovery pathway is chosen
The idea the standard is built around is the recovery pathway, and choosing one comes down to a single question about the material in front of you.
Once material has been sorted into types, you ask whether it can be recovered into a material with the same properties and function as the original. The answer sends it down one of two routes.

The standard's own worked example is a phone case moulded from two plastics. The ABS in it is straightforward to recycle and can come back with the same properties, so it takes the first route.
The polycarbonate is different. It is often blended or contaminated, which limits what it can become, so it takes the second.
Both routes are legitimate recovery. The point of naming them is that you have to decide which one you are on, and then be honest about it, rather than describing everything you process as if it came back like new.
The eight principles behind ISO 59014
Above the requirements sit eight principles, and they explain why a standard about material spends so much of its length on people and places.
- Respect for the interests of interested parties. Recovery affects neighbours, buyers and authorities, not just the operator.
- Value chain responsibility. What happens either side of your gate is still your concern.
- Responsibility towards people involved in subsistence activities. The informal end of the sector is inside the standard, not ignored by it.
- Safe, healthy and equitable working conditions. Recovery work carries real physical risk, so the standard gives health and safety its own requirements.
- Environmental protection. Recovering a material badly can cost more than it saves.
- Resource preservation. Keep as much of the material as you can, at as high a quality as you can.
- Life cycle perspective. Judge a recovery route by its whole effect, not by the step in front of you.
- Establishing a circular resource flow through the use of secondary materials. A circular economy only exists if the material actually goes back into something.
Principles five and seven are the pair that stops the standard being a paperwork exercise. Together they rule out a route that looks efficient at your site while pushing the damage somewhere else.
What ISO 59014 actually requires
The team that took this standard through ISO counts around 75 separate requirements in it, split across three blocks. Each block answers a different question about the operation.
Operational requirements
These cover the physical work, one clause each for classifying and determining recovery pathways, collection, sorting, the material recovery processes themselves, and logistics.
In practice this is where the standard asks whether your yard is set up to keep materials apart and keep their quality up, rather than mixing streams and losing value on the way through.
Organizational requirements
These cover how the business around the work is run. Monitoring and evaluation, engaging the parties affected by the site, and responsibility both towards the value chain and towards people in subsistence activities.
Then equitable working conditions, environmental and social risks, health and safety risks, resource use, and competence and training.
It is a wider list than most material standards carry, and it is the direct result of principles two, three and four.
Traceability requirements
This is the block that produces the evidence anyone downstream will ask you for. It runs across the whole flow.
- Upstream. Where the material came from before it reached you.
- During the processing. What you did to it.
- Downstream. Where it went next.
- Depollution. What was removed from it, and what happened to that.
- Communication. What you pass on, and to whom.
- Continual improvement. How the records get better over time.
Worth knowing before you assume this is the easy part. When the programme behind the standard ran feasibility pilots at four recovery operators in 2024 and 2025, traceability scored lowest of the three blocks at every single one of them.
One operator scored nothing at all on it. The physical work was mostly already in good shape. The record keeping was not.
Which organisations ISO 59014 applies to
The standard is written for organisations that recover secondary materials, and it says outright that it applies whatever their size, type or location. An informative annex gives examples of the kinds of organisation it has in mind.
So the direct audience is collectors, sorters, recovery and recycling operators including the material recovery facilities that do the sorting, plus the logistics businesses moving material between them.
The indirect audience is everyone buying from them, because a buyer's recycled content verification can only ever be as good as its supplier's records.
The people other material standards leave out
The distinctive part of ISO 59014 is that it puts informal recovery work inside the standard rather than outside it.
It defines a subsistence activity as an activity that provides self-employed individuals with the minimum to subsist. Recognising that work properly is one of the changes ISO itself lists against the older document this standard replaced.
Where an organisation works with people doing that kind of recovery, the standard sets requirements aimed at safe and healthy conditions and at improving their livelihoods over time, with a whole annex on doing it gradually.
That is a deliberate refusal of an easier option. Ruling informal collection out of scope would have made a tidier standard and left a large share of the world's recovered material uncovered by it.
ISO 59014 and the recycled content rules in PPWR
For a producer in Europe this is where an operator's standard turns into your problem, because the EU packaging regulation makes you answer for material you never touched.
From 1 January 2030, Article 7 sets minimum post-consumer recycled content in any plastic part of packaging, one of several PPWR requirements that land on plastic, averaged per manufacturing plant and per year, and the figures rise again in 2040.

The percentage is only half of it. Article 7 also says the material behind it has to have been collected under EU rules, or in a third country under separate collection standards equivalent to them.
The same goes for the recycling itself. It has to happen in a plant covered by EU industrial emissions rules, or in a third-country plant under equivalent emissions rules.
That is a claim about a facility, possibly one on another continent. You demonstrate it in the technical documentation for the packaging.
The Commission is due to set the methodology for calculating and verifying the figure by the end of 2026, and it may include independent third-party audits.
Two more hooks are worth flagging:
- Your EPR fees may be modulated on recycled content, and any such modulation has to take the sustainability of the recycling technology and its environmental costs into account.
- The EU declaration of conformity has to identify the packaging in a way that allows traceability, which is a small requirement with a long tail behind it.
PPWR never mentions ISO 59014, and following the standard is not a route to complying with the regulation. What the two share is subject matter.
The regulation asks producers to stand behind where recovered material came from and how responsibly it was handled. ISO 59014 is the document written for the operators who can answer that.

How ISO 59014 differs from ISO 22095 and its siblings
The standard ISO 59014 is most often confused with is ISO 22095, and the two are genuinely easy to mix up because both are about knowing where material has been.
They answer different questions. ISO 22095 is about how a chain of custody claim travels between organisations, and it gives you the five models for doing that, including mass balance.
ISO 59014 is about how one recovery operation runs and what it records. Put simply, ISO 22095 governs the handover and ISO 59014 governs the site.
A recycled content claim usually needs both, one for the model that carries it down the chain and one for the quality of the data going into it at the start.
Inside its own family, ISO 59014 is the operational member. The rest cover different ground.
