ISO 18603 is the international standard that sets out when packaging can be classified as reusable.
Published in 2013, it exists because "reusable" is an easy word to claim and a hard one to pin down. Its answer turns on two things at once. The packaging has to be built for repeated trips, and a real system has to exist that brings it back.
The common assumption is that reusable means sturdy. ISO 18603 is stricter than that. A crate that could survive fifty trips but has nothing collecting it is not reusable packaging under this standard.

What counts as reusable packaging
ISO 18603 defines reusable packaging as packaging designed to accomplish, or proven able to accomplish, a minimum number of trips or rotations in a system for reuse. Every part of that sentence is carrying weight, so it is worth taking the words one at a time.

One phrase in there catches people out. Reuse has to be for the same purpose the packaging was conceived for.
The standard is more generous about that than it sounds. Its own example is a pallet that was loaded with dairy products and is now loaded with house bricks. That still counts, because carrying goods is what a pallet is for.
What does not count is a secondary use. Repurposing an empty jar as a pen pot is not reuse in this sense, and packaging used that way is not reusable packaging as far as ISO 18603 is concerned.
The three kinds of reuse system
The standard will not let you call packaging reusable in the abstract. You have to be able to point at the system it runs in, and ISO 18603 recognises exactly three.
- Closed loop. The packaging is owned or managed by one company or a co-operating group of companies, and circulated by them. The design is fixed to an agreed specification, collection, reconditioning and redistribution are all in place, and the company is obliged to take the packaging back when it has been used as specified. Pallet pools and crate systems inside a retail supply chain are the everyday example.
- Open loop. The packaging is owned by whoever is holding it at the time, and it moves between companies that were never named in advance. It runs on a generally accepted specification rather than a private one, and once a user has emptied it, they decide whether to reuse it themselves or pass it to someone else.
- Hybrid. This one has two parts. The packaging stays with the end user and no redistribution system brings it back for commercial refilling, so a separate auxiliary product carries the contents to it instead. The standard's own example of that auxiliary product is a detergent pouch used to refill a container at home.
Auxiliary products are one way items, and the standard says plainly that they are not covered by it.
Which system you are in also changes what you have to prove. Packaging built for a hybrid system only has to clear the design test, not the test that a reuse system exists, because by definition there is no system bringing it back.
What you have to be able to show
This is as much a documentation standard as a design one. ISO 18603 asks you to record a decision, not just reach one.
Three conditions come first. Before a packaging type can carry a reusable claim, you need to be satisfied that:
- the design lets the main components make a number of trips or rotations under normally predictable conditions of use;
- the packaging can genuinely be reconditioned, against the elements the standard sets out for a reconditioning system;
- a system supporting reuse is available in the markets where the packaging is placed.
Then comes the recording. For each packaging type, and as early as is practical, you establish and write down what you intend regarding reusability and the evidence behind it.
That written record has to cover four things.
- The packaging can be emptied without damage beyond what is viably repaired.
- Reconditioning keeps it able to do its job, and is safe for the people doing it.
- Refilling risks neither the product nor the people handling it.
- The reuse system you are relying on matches one of the three specifications above.
Annex C of the standard sets out what that record has to contain and recommends a format for presenting it.
Two details in there are easy to miss and worth pulling out.
Reusable is not an exit from recyclability. Packaging retired from the reuse system still has to be recoverable, meeting ISO 18604 for material recycling or the equivalent standards for energy recovery or organic recycling.
The loop has to end somewhere sensible.
Reusable packaging is often heavier, and that is expected. The standard says out loud that the demands of durability can mean a reusable design uses more material than a single-use one. It is a trade-off the standard accepts rather than a failure of packaging optimisation.
Who needs ISO 18603
The standard spreads the work across whoever is actually in a position to know something, rather than pinning it on one job title.
- Packers and fillers know what the packaging has to survive in practice.
- Suppliers, meaning whoever places the packaging or the packaged goods on the market, carry the claim commercially.
- Emptiers, whoever empties the package at the other end, are where the reuse either happens or stops.
Inside a company that usually translates to packaging designers picking a format that survives rotations, operations running collection and reconditioning, and a compliance or sustainability team keeping the record that ties it together.
There is no ISO 18603 certificate to hold. Demonstration can be done by a first party (the manufacturer or supplier), a second party (the user or purchaser), or with the support of a third party (an independent body).
Which of those you choose is a commercial decision, not a requirement of the standard.
How ISO 18603 lines up with PPWR Article 11
This is where a 2013 standard turns out to matter a great deal in 2026. The EU's Packaging and Packaging Waste Regulation, or PPWR, sets its own conditions for treating packaging as reusable in Article 11, and the wording sits remarkably close to ISO 18603.
Be clear about what that does and does not mean. PPWR does not cite ISO 18603, and conforming to the ISO standard is not the same as complying with the regulation. What it does mean is that a producer who already works to ISO 18603 is producing very nearly the evidence Article 11 asks for.

Two dates turn this from an interesting parallel into a deadline.
Packaging placed on the market from 11 February 2025 is only treated as reusable under PPWR if it meets the Article 11 conditions, and the producer has to demonstrate that in the Annex VII technical documentation sitting behind the EU Declaration of Conformity.
By 12 February 2027 the Commission has to adopt a delegated act setting a minimum number of rotations for the formats most often reused, which will turn "as many as possible" into an actual figure.
Then the volume arrives. From 1 January 2030 at least 40 per cent of transport packaging, meaning pallets, crates, boxes, trays, drums and similar, has to be reusable within a re-use system, with a 70 per cent goal from 2040.
The practical read for a producer is that reusability is becoming a record you keep rather than an adjective you use.

Where ISO 18603 sits next to EN 13429 and its siblings
Three comparisons come up often enough to be worth settling.
ISO 18603 and EN 13429. EN 13429, published in 2004, is the European standard on packaging reuse. It covers the same ground and recognises the same three system types.
It was written for the old Packaging Directive that PPWR replaces, so treat it as the European sibling of ISO 18603 rather than as a shortcut to meeting the new regulation.
ISO 18603 and the rest of the ISO 18600 series. ISO 18601 is the umbrella, and ISO 18603 defers to it for how the series is applied. ISO 18602 comes earlier still, covering how to optimise the packaging system before anyone asks whether it will be reused or recovered.
On the recovery branch, ISO 18604 handles material recycling, ISO 18605 energy recovery and ISO 18606 organic recycling.
ISO 18603 and green claims. The series is explicit that it deals with the technical side only. It does not cover what ISO 14021 requires in order to support a public claim or label.
Meeting ISO 18603 establishes that the packaging is reusable. It does not on its own license the wording you print on the box.

What is ISO 18603?

What is the difference between a trip and a rotation?
A trip is a single transfer of the packaging, from filling or loading through to emptying or unloading. A rotation is the full cycle, from one filling or loading round to the next. A rotation therefore covers the return journey and the reconditioning in between.
What are the three reuse systems in ISO 18603?

Does meeting ISO 18603 make packaging PPWR compliant?
No. PPWR sets its own conditions for reusable packaging in Article 11 and does not reference ISO 18603. The two line up closely in vocabulary and criteria, so working to the standard produces much of the evidence the regulation asks for, but compliance is judged against the regulation.
What is the difference between ISO 18603 and EN 13429?
The international standard on packaging reuse is ISO 18603, and EN 13429, from 2004, is the European one. They cover the same subject and recognise the same three reuse systems. EN 13429 was written for the packaging directive that PPWR has replaced.
Does reusable packaging still have to be recyclable?
Yes. ISO 18603 requires that packaging taken out of the reuse system is still recoverable under ISO 18604, ISO 18605 or ISO 18606. PPWR takes the same line, requiring reusable packaging to meet the recyclability requirements in Article 6 as well.
