Getting your French registration in place
Waste oils EPR in France is priced by one éco-organisme, Cyclevia, and never by the register itself. Before any fee arrives, you need an IDU.
You do not register yourself. You join Cyclevia, which enrols you in SYDEREP and issues your IDU, one number per producer per filière. That number then has to appear in your terms of sale and on your website.
There is no minimum volume and no small-producer exemption from the duty. The first tonne of lubricant oil placed on the French market puts you in scope.
Selling waste oils into France
The duty lands on a business many people would not expect. The garage that drains your engine oil owes nothing here. The producer is whoever first places lubricant oil on the French market, a blender, an importer or an own-brand seller.
Cyclevia is also unusual among French schemes. Since April 2025 it has run as a mixed scheme, organising part of the collection and regeneration itself rather than only paying for it.
Used oil drained during vehicle scrapping rejoins the same channels, so this stream overlaps directly with end-of-life vehicles in France.
Your reporting duties in France
Reporting is annual. You declare the quantity you placed on the French market to Cyclevia, which consolidates every member and files to ADEME through SYDEREP by 30 April.
Cyclevia sets its own producer-side declaration and payment dates, and there is no single statutory deadline for that step. Treat its calendar as the one that binds you.
If you have no French entity, a mandataire route exists, but the codified rule was partly struck down by the Conseil d'État in November 2023 and has not been consolidated. Treat a French authorised representative as generally required and confirm the current position.
What you pay and to whom in France
Think of the cost in three layers, and the first one is empty.
ADEME charges nothing for the register, so the IDU itself costs you nothing to hold. The real bill is the second layer, a per-tonne éco-contribution set each year by Cyclevia's barème. The third layer is modulation, with the contribution nudged up or down under the AGEC primes and pénalités.
A launch figure of 89 euros per tonne circulated in 2022, but that is an old press number and not a rate to quote today. Ask Cyclevia for its current barème.
