Does French end-of-life vehicle EPR apply to you
Since 1 January 2024 the register decides it. France now runs a REP véhicules filière, so vehicle producers must be listed in the SYDEREP register and hold an IDU, on top of the older end-of-life obligations.
That single date is what makes end-of-life vehicles EPR in France a live producer duty rather than only a scrapyard rule.
There is no small-volume exemption, so the obligation starts at your first vehicle. You are covered if any of these fit.
- You place cars, vans, two or three wheelers, or quadricycles on the French market.
- You import vehicles for their first registration in France.
- You sell into France without a French establishment.
- You place vehicles whose end of life will run through an approved treatment centre.
That last point is the hybrid at the heart of this stream. The end-of-life side still runs on the classic EU model, a certificat de destruction issued by a centre VHU agréé, and without that certificate the vehicle cannot be de-registered and legally stays yours.
Before you can sell vehicles in France
Registration is a short sequence, but you never do it directly with the state. You work through Recycler Mon Véhicule, the approved éco-organisme, or an approved individual system, which enrols you in the SYDEREP register and issues your IDU.
Reporting is annual. Your éco-organisme consolidates your prior-year figures and files them to ADEME by 30 April under the arrêté du 12 décembre 2022, and your own declaration falls earlier on its calendar. All of this sits alongside the take-back and treatment duties that run across EPR in France.
The dates ahead for vehicles in France
Two clocks run here. The French scheme is live now, but a new EU ELV Regulation will reshape it. The European Parliament adopted the text on 18 June 2026, with formal Council adoption the closing step.
It is not yet in force and applies two years after entry into force, so treat it as coming, not current.
When it lands it widens scope to motorcycles, trucks and buses and adds recycled-plastic rules, on top of the existing Directive 2000/53/EC targets of 95 percent recovery and 85 percent recycling by weight.

Anyone placing cars, vans, two or three wheelers or quadricycles on the French market, from the first unit, including importers and non-established sellers. You register through Recycler Mon Véhicule or an approved individual system, which enrols you in SYDEREP and issues your IDU.
How much does end-of-life vehicles EPR cost in France?
There is no register fee. You pay a per unit or per tonne éco-contribution to Recycler Mon Véhicule, modulated under the AGEC design rules with a recycled-plastic modulation from 1 January 2026. France publishes no statutory rate.
What happens if I sell without registering?
Enforcement is administrative under article L541-9-5. Fines run up to 1,500 euros per unit for an individual and 7,500 euros for a company, with a flat 30,000 euros for failing to register or for a missing IDU and an astreinte up to 20,000 euros a day.
