A fund not a register
For packaging, tyres, oils and single-use plastics, Romania routes producer duties through a fund rather than a public list. AFM is the Romanian EPR register in the sense producers use it, the Environmental Fund Administration, where you register as a contributor and file declarations.
You pay a contribution on any shortfall against your recovery targets, currently 2 lei per kilogram. It is a fund-and-declaration model, separate from the per-producer registers Romania keeps for electronics and batteries.
What AFM covers
- Packaging: individual fulfilment or a licensed organisation, with SIATD traceability reporting and the SGR beverage deposit system since November 2023.
- Tyres: collect and recover used tyres matching prior-year sales, individually or through a transfer body.
- Waste oils: a 0.3 lei/kg eco-tax and producer information duties.
- Single-use plastics: phased in from tobacco filters in January 2023 to further products by the end of 2024.

Producers and importers that first place packaging, tyres, oils or single-use plastics on the Romanian market, distance sellers included.
Registering as a contributor
- Identify which AFM contributions apply to your products.
- Register as a contributor with the Environmental Fund.
- Join a licensed organisation or self-comply for packaging and tyres.
- File your AFM declarations and pay contributions on any target shortfall.
The separate deposit-return register
Beverage containers have their own register. Producers placing non-refillable drink containers of 0.1 to 3 litres on the market must sign up in the RetuRO deposit-return database before selling, and non-registration is fined 20,000 to 40,000 lei.
Foreign producers
There is no authorised-representative mechanism in the current packaging law, so duties fall on the Romania-established placer or importer.
That changes soon. The EU Packaging and Packaging Waste Regulation adds a producer register and an authorised-representative duty for foreign sellers from 12 August 2026.
