Romania's WEEE producer register - ANPM

Romania's national producer register for electronics is held by the environment agency (ANPM / ANMAP). Registration is a precondition for placing electrical equipment on the market, and the number must be shown to retail networks.

EU producers distance-selling electronics into Romania register via a Romania-based authorised representative (OUG 5/2015, Ordin 269/2019).

Romania's electronics producer register

Electronics in Romania have their own national register, separate from the environmental fund that handles packaging. This is the Romanian WEEE producer register, run by the environment agency (ANPM, now ANMAP), and registration is a precondition for placing equipment on the market.

The number matters beyond the authority. You have to give it to the retail networks that sell your equipment before they will list you.

What the register covers

Electrical and electronic equipment under the WEEE ordinance OUG 5/2015. Once registered you comply through a collective scheme such as ECOTIC, or on your own.

Who has to register

Producers that first place electrical or electronic equipment on the Romanian market, importers and distance sellers included.

Getting a producer number

  1. Confirm your equipment falls under OUG 5/2015.
  2. If distance-selling from another EU state, register through a Romanian authorised representative (see below).
  3. Apply for a national producer-register number following the set procedure.
  4. Give the number to retail networks and join a collective scheme, or self-comply.
  5. Report the quantities you place on the market.

Your producer number

Numbers follow the RO-EEE-<number>-<date> format. Historical numbers were issued in a form such as RO-2016-02-EEE-1843-II.

Foreign producers and the representative

A producer established in another EU state that sells electronics at distance into Romania registers through an authorised representative established in Romania, following the OUG 5/2015 procedure.

Local terms

  • Registrul național al producătorilor: the national producer register for electronics.
  • ANPM / ANMAP: the environment agency that administers it.
  • ECOTIC: a collective compliance scheme.

Romania's other registers

Romania splits its registers by stream. Batteries have their own ANPM register, and packaging, tyres, oils and single-use plastics run through the Environmental Fund (AFM). This page is the electronics register.
