One-time battery registration in Romania
Romania has kept a national battery producer register since 2008, and signing up is a one-time step. This is the Romanian battery producer register, part of the country's wider EPR system.
It is administered by the environment agency (ANPM, now ANMAP), and you register once before first placing batteries on the market.
The EU Battery Regulation now sits on top of the national scheme, adding new duties from 2025 that change how foreign producers register.
Which batteries are covered
Batteries and accumulators under the national ordinance HG 1132/2008 and the directly applicable EU Regulation 2023/1542.
The Regulation's producer-responsibility chapter applies from 18 August 2025. It adds per-country registration, an authorised-representative duty, and a fee shown at the point of sale.
Who has to register
Producers that first place batteries or accumulators on the Romanian market, including importers and distance sellers.
Making the one-time registration
- Confirm your battery categories under HG 1132/2008 and the EU Battery Regulation.
- If you are a foreign producer, register through a Romania-based authorised representative (see below).
- Make the one-time registration in the national battery register before first placement.
- Comply through a collective scheme or individually, and report your quantities.
