Slovenia's packaging and single-use plastics register
Slovenia's Environment Agency runs the register for its newer producer duties. ARSO is the Slovenian EPR producer register for packaging, single-use plastics and fishing gear, and there is no de-minimis threshold for packaging: everyone who places it registers.
It runs through ARSO's applications under the Ministry of the Environment, Climate and Energy, with quarterly and annual reporting.
A single national scheme
Slovenia's packaging model is unusual. Rather than competing schemes, it runs a single producer responsibility organisation, a design the Constitutional Court upheld in January 2026.
A full-cost system under the EU Packaging and Packaging Waste Regulation is expected around 2028.
