The EU Battery Regulation 2023/1542 applies on top of the national RD 106/2008 regime.

The battery half of Spain's industrial register

Batteries follow electronics into the same Spanish system, in their own section. RII-PyA is the Spanish battery producer register, the batteries-and-accumulators section of the Registro Integrado Industrial held by the Ministry of Industry and Tourism.

It is the battery counterpart to the electronics register RII-AEE, and like it, kept separate from MITECO's packaging register.

What RII-PyA covers

Batteries and accumulators of every kind, portable, industrial, automotive and light-means-of-transport, under Royal Decreto 106/2008.

The national regime has run since 2008. On top of it, the EU Battery Regulation 2023/1542 has applied since 18 August 2025, tightening the categories and adding due-diligence duties.

Who has to sign up

Producers that first place batteries or accumulators on the Spanish market, including importers and distance sellers.

Getting into RII-PyA

  1. Confirm your battery categories under RD 106/2008 and the EU Battery Regulation.
  2. If you are not established in Spain, register through an authorised representative (see below).
  3. Register in RII-PyA through the Ministry of Industry's electronic office.
  4. Join a collective battery scheme for collection and recycling.
  5. Report the quantities you place on the market on the scheme's cadence.

Foreign battery producers

Registration is made by the producer or by an authorised representative established in Spain. A 2021 reform aligned the battery rules with the electronics ones.

Producers without a Spanish establishment should confirm the exact route in RD 106/2008 as amended before they file.

Who registers in RII-PyA?

Any producer, importer or distance seller that first places batteries or accumulators on the Spanish market, across portable, industrial, automotive and light-transport types.

How does the EU Battery Regulation change things?

Regulation 2023/1542 has applied on top of the Spanish rules since 18 August 2025. It tightens the battery categories and adds due-diligence duties, alongside the existing RII-PyA registration.

Is this the same as the electronics register?

No. Batteries register in RII-PyA, electronics in RII-AEE. Both sit in the industrial register at the Ministry of Industry, but they are separate sections.

Do I need a Spanish representative?

If you are not established in Spain, registration runs through a Spain-based authorised representative. Confirm the exact wording in RD 106/2008 as amended.
