Spain's producer register by section
Spain keeps its producer duties in one register split by product. RPP is the Spanish EPR register, held by the environment ministry MITECO, with separate sections for packaging, tyres and single-use plastics.
Each section runs under its own royal decree, so the rules and deadlines differ from one to the next.
What RPP covers
- Packaging under RD 1055/2022, which extended registration beyond household packaging to commercial and industrial. Membership of a collective scheme has been required since 31 December 2024, with an annual declaration by 31 March.
- Tyres under RD 712/2025, which replaced the 2005 regime and gives producers until 28 August 2026 to adapt.
- Single-use plastics through the tobacco-filters section under RD 1093/2024, with other single-use plastic packaging covered by the packaging decree.
Who must register
Producers that first place packaging, tyres or in-scope single-use plastics on the Spanish market, including manufacturers, importers and distance sellers.
How registration works
- Identify the RPP section that matches your product.
- If you are not established in Spain, appoint a Spanish authorised representative (see below).
- Register in the relevant section through MITECO's electronic office.
- Join an individual or collective scheme, a SCRAP, for the stream.
- File the annual declaration and show your RPP number on invoices where required.
Your producer ID
The packaging (envases) section issues an identifier in the format ENV/YYYY/ followed by a nine-digit counter. Other sections use their own prefixes.

Registering from abroad
Producers not established in Spain must appoint a representante autorizado established in Spain. Skip it and the consequence lands on your supply chain, not only on you.
If no representative is appointed, the first Spain-based distributor of the product becomes subsidiarily responsible for the EPR obligations. That makes Spanish buyers wary of unregistered foreign sellers.
What it costs and when you report
Costs are set by the collective scheme a producer joins, not by the register. Deadlines vary by section.
Packaging producers file an annual declaration by 31 March. Tyre producers have until 28 August 2026 to adapt to RD 712/2025.
