Portugal asks packaging producers for two numbers every March, one looking back and one looking forward, and since January 2026 it prices the packaging itself on how each pack is built. Six licensed entities stand behind that.
Portuguese EPR software has to cope with all of it. This page ranks six providers on the work that really falls to a producer here, from holding the pack data to filing it and being the counterparty for the waste.
How packaging responsibility works in Portugal
Portugal runs every waste stream through a single law, so the packaging rules sit inside a bigger frame called the Unilex. Three questions decide what you owe.
Who Portugal treats as the producer
Responsibility falls on whoever first places the packaged product on the Portuguese market. In the law's own words that is the embalador, the packer, and the importer. It is not the retailer who sells the finished product on.
Service packaging is the exception worth knowing, because the duty runs the other way. For a carrier bag or a takeaway container, the responsible party is the supplier or importer of the packaging, not the shop or restaurant that hands it to the customer.
A supplier can only step out of that if its customer signs a declaration saying the packaging was not used as service packaging. Without that signed declaration, the supplier pays the contribution.
Selling in from abroad splits into two cases under article 20, and they are not the same duty.
- A company established in another EU country may appoint an authorised representative in Portugal, but does not have to.
- A company established anywhere outside Portugal that sells at a distance directly to Portuguese end users must appoint one, with the mandate reaching the agency at least fifteen days before it takes effect.
That second case is widely reported the wrong way round, including by providers selling into this market. Distance selling into Portugal without a local representative is not a grey area.
Where you register and what you file
Registration happens in SIRER, the waste register that lives inside SILiAmb, Portugal's environmental portal. The environment agency APA describes it as three steps, and the third one is the part most companies underestimate.
- Get SILiAmb credentials if you do not already have them.
- Frame yourself as a producer, a packer or an authorised representative.
- Submit the annual declarations by 31 March.
Note the plural. By 31 March of any year you file two declarations, not one. A correction declaration restates what you actually placed on the market last year, and an estimate declaration says what you expect to place this year.
Portugal wants the history and the forecast in the same sitting.
Two smaller duties travel with the registration and both are easy to miss. Since 1 January 2025 your registration number has to appear on the invoices, transport documents and equivalent paperwork you issue. And any change to your registered details has to reach APA within thirty days.
You may delegate the filing under a contract, but you may never delegate the registration itself, and you may never delegate the filing to an entidade gestora. The scheme that takes your waste is not allowed to be the party that reports your numbers to the state.
Who takes the waste once you have declared it
Six entities are licensed for packaging, and they are not interchangeable. Three of them compete for general packaging, and the other three each own one slice of the market.

So a company selling a shampoo, a veterinary product and a canned drink can end up with three different Portuguese counterparties at once, decided by the contents rather than by the material.
Placing packaging on the market without being in any system at all is classed as a very serious environmental infringement, the top of the law's three tiers.

Two ways to declare and only one of them uses your own numbers
Once you have picked a scheme, you pick how you tell it what you placed on the market. Sociedade Ponto Verde publishes both routes, and the difference between them is the whole argument for holding decent packaging data.

The simplified route is not a shortcut with a small penalty attached. On consecutive simplified declarations there is no true-up at all, because the scheme's own estimates are treated as the real figures for that year. You are billed on your sector's average shape, not on your packaging.
That can cut either way. A company with unusually light packaging pays as though it were average, and a company with unusually heavy packaging gets the same treatment in reverse.
What it cannot do is earn you anything. The design discount described in the next section is claimed per material, against evidence you present, and a sector-average split produces no evidence about any real pack.

The design of the pack now moves the price
Portaria 150/2024/1 set the criteria for differentiating what producers pay across every Portuguese waste stream, and the packaging criteria in the new fee tables have applied since 1 January 2026.
These are eco-modulated fees in their most literal form.
The reward is a bonificação of up to 10% of the financial contribution, granted per material where every criterion that applies to that material is met. Annex VI of the portaria lists them, and they are unusually specific.
- Glass. No non-detachable ceramic or steel caps, no opaque or black glass, and no dispenser with a special glass ball or metal spring.
- Paper and board. No coating, paraffins or waxes, no non-detachable plastic or metal parts, and a paper content above 85%.
- Aluminium. No steel components.
- PET bottles. No opaque PET, no black, no multi-material lamination, no metal caps, no PVC labels, no PET labels denser than 1 g/cm³, and no full sleeve or label covering more than two thirds of the pack height in a material different from the body.
- Thermoformed PET. Transparent, and mono-material.
- HDPE and PP bottles. No full sleeve in a different material, no silicone or rubber parts, and no black.
- Plastic film in PE and PP. No multi-material laminates and no metallised film.
Read that list as a data specification rather than as design advice. Almost none of it is answerable from a weight in kilograms. It asks what colour the resin is, what the label is made of, how far up the bottle it runs, and whether a component comes off by hand.
The evidence rules make that harder still. Each scheme has to define what proof it wants, get that approved by APA and the economics directorate, and then verify it through audits carried out by independent bodies.
Producers present the evidence annually and must report any change that affects it.
Schemes also have to publish their fee tables with the discounts shown, and a list of the members who earned one the year before. So the bonus is visible, which makes it worth chasing, and auditable, which makes guessing expensive.
Drinks under three litres now answer to a second system
Portugal's deposit and refund system launched on 10 April 2026 under the brand Volta, and the transition period ended on 9 August. Since then, only packs carrying the Volta symbol are in the system, and the rest of your packaging carries on as before.
The scope is tightly drawn. It covers non-reusable primary beverage packaging in plastic, ferrous metals and aluminium with a volume under three litres, across six drink categories, from bottled water and juices to soft drinks, energy drinks, beer, cider and sangria.
Two exclusions matter more than they look. Service packaging is out, and so is any primary beverage pack containing more than 25% dairy-origin ingredients. Glass is not in scope at all, whatever some published guides say.
The deposit system runs separately from your scheme
The law says the deposit system is managed autonomously from the packaging schemes, so this is a second counterparty rather than a variation on the first.
Producers of in-scope drinks must join SDR Portugal, and the deposit set by despacho in January 2026 is €0.10 per container, itemised on every invoice down the chain to the shopper.
Two thirty-day clocks come with it. You join the deposit entity at least thirty days before placing the drinks on the market, and each packaging reference is registered separately, also thirty days ahead. A new flavour is a new reference.
Selling an in-scope pack is prohibited outright if the reference is not registered, if the Volta marking is missing, or if the deposit has not been applied, and that applies to e-commerce exactly as it does to a shelf. Collection targets ramp from 70% by the end of 2026 to 90% by the end of 2029.
Marking is a choice everywhere else
Outside the deposit system Portugal is unusually relaxed about on-pack symbols, which surprises producers arriving from Germany or France. Non-reusable packaging carries no general marking duty at all, and the Ponto Verde symbol is a trademark you may license rather than a legal obligation.
There is one thing you must do, in force since 1 January 2025. A scheme member has to tell the consumer which ecoponto the pack belongs in, either by marking the primary and secondary packaging or by giving the same information another way, in the product instructions or at the point of sale.
Reusable packaging, by contrast, does have to be marked.
What we looked for in Portuguese EPR software
The bar was set by the jobs above rather than by feature lists, and every provider ranked here names Portugal on its own site or is licensed to operate here.

Two providers were deliberately left out of the ranking rather than judged badly. SDR Portugal is not a choice, since anyone placing in-scope drinks on the market has to join it.
Novo Verde is the third general packaging scheme and a genuine option, but their packaging proposition has the same shape as Sociedade Ponto Verde's, so ranking both would say the same thing twice.

The best Portuguese EPR software ranked
Six providers, ordered by how much of a Portuguese producer's work they take off the desk. The first is our own, and we have tried to be straight about where it stops.
1. Repax

2. Sociedade Ponto Verde
Sociedade Ponto Verde has been licensed since 1997 and was the first packaging scheme in Portugal.
Fees are set by weight, by material and by management flow, urban or non-urban, and the published Valores Ponto Verde tables let you work out a bill before you sign anything.
Its own homepage reports 233,065 tonnes of packaging sent for recycling in the first half of 2026, a 1% rise, and calls that pace insufficient against the recycling targets.
For a producer the service layer is the draw. Account managers help with classification and with filing in SILiAmb, and the Ponto Verde trademark licence costs nothing extra.

3. Electrão
Electrão has run since 2005 and their pitch is breadth rather than packaging alone. Their own line is that they are the only entity in Portugal running recycling systems for several waste streams at once.
A company with electronics, batteries and packaging can hold one membership, one account and one invoice line instead of three relationships.
The tooling around them is the part packaging teams tend to notice. A multi-stream member platform handles joining, periodic declarations, invoices and the running account.
A separate tool called Packaging Cockpit calculates the technical recyclability and life-cycle assessment of members' packaging.

4. ComplyMarket
ComplyMarket is a compliance service rather than a scheme, and their Portugal page is the most specific one any provider publishes. They name the law and its 2024 amendment, they name SILiAmb and SIRER, and they name all three general packaging schemes.
It also names the Correção and Estimativa datasets and the 31 March deadline rather than describing them vaguely.
Their published data model is the reason they rank this high. It asks for packaging hierarchy, material composition, weights by SKU and by component, an evidence library and a change log, which is close to what the discount criteria actually require.

5. amavat
amavat comes at Portugal from the cross-border e-commerce side, bundled with VAT work across a long country list. That framing suits a seller shipping into Portugal from elsewhere in the EU, where the EPR question and the tax question land on the same desk in the same week.
Their Portugal guide is careful where it matters. They state plainly that foreign sellers need a Portuguese legal entity as their authorised representative, and that registrations generally cannot be completed properly without one.
They also flag third-party fulfilment packaging as something that belongs in the declaration.

6. portugal-ar.com
portugal-ar.com does one thing, which is worth something when the thing is a legal requirement. They are a Portuguese authorised representative service covering electrical equipment, packaging, batteries, oils, tyres and vehicles.
Their customers are companies that invoice Portuguese end users from abroad.
Their value is in the procedure. The law wants the mandate paperwork in Portuguese, or with a translation attached if it is written in another language, and it makes the representative report which national distributors they supply and in what quantities. That is exactly the kind of detail that stalls a registration when nobody has thought about it.

Portugal splits buyers less by size than by where the company sits relative to the border and how many streams it touches. Six situations cover most of it.
- You are established in Portugal with one packaging catalogue. Pick a general scheme, declare in detail, and hold your own component data so the discount is reachable.
- You sell electronics or batteries here as well. Electrão collapses several memberships into one account and one platform.

Do I have to join Sociedade Ponto Verde?
No. Three entities are licensed for general packaging, so Sociedade Ponto Verde, Novo Verde and Electrão all satisfy the same duty. What you cannot do is stay outside every system, which is a very serious environmental infringement.
What is the deadline for Portuguese packaging declarations?
31 March, and you file two documents by it. One corrects last year's actual quantities and one estimates the current year's, both submitted through SILiAmb for the products you are registered for.
Do I need an authorised representative in Portugal?
You must appoint one if you are established outside Portugal and sell at a distance directly to Portuguese end users. A company established in another EU member state that sells through local channels may appoint one but is not obliged to.
How much can ecomodulation actually save?

What happens to packaging that leaves Portugal again?
