Finland is strict about who carries the duty. For a foreign seller, Finnish EPR compliance depends on the stream. On electronics, single-use plastics, fishing gear and batteries, only a Finland-based authorised representative will do, not scheme membership.
Eight streams are active, all recorded in one national register.
On those streams the representative rule is the trap most cross-border sellers miss. The rest follow the familiar pattern of register, join a scheme, report each year.
The streams with producer duties
Finland's active list is long and well-settled. Packaging, electronics, batteries, vehicles, tyres, graphic paper, single-use plastics and fishing gear all carry duties today.
Several run back to the late 1990s, when Finland built EPR for tyres, paper and packaging. Electronics followed in 2005 under the EU WEEE rules. The single-use plastics and fishing-gear duties are the recent additions, both in force since the start of 2023.
Textiles are next. A national scheme is expected to start in summer 2027, ahead of the wider EU deadline, with the transposing law still in preparation.
One register and Aland apart
Producers record their duties in Tuottajarekisteri, the national producer register the Finnish Supervisory Agency (Lupa- ja valvontavirasto) keeps for the whole country, having taken over from Pirkanmaan ELY-keskus on 1 January 2026.
There is one boundary worth knowing. The national register covers mainland Finland but not the self-governing Aland Islands, which run their own producer-responsibility arrangements.
Who has to comply and the representative rule
Producers and importers placing goods on the Finnish market are in scope, and so are intra-EU distance sellers shipping to Finnish customers.
Here Finland is firmer than most. For electronics, single-use plastics and fishing gear, a distance seller must appoint a Finland-based authorised representative and cannot simply join a producer responsibility organisation instead.
For batteries, that same rule has applied to all distance sellers since August 2025. For the other streams, such as packaging, tyres, vehicles and paper, either route works.
The deposit system for drinks
Beverage packaging sits in its own return system, run by Palpa, separate from the packaging EPR scheme.
The two work side by side. A drinks producer pays into the deposit system for the container and still meets the packaging producer duty, rather than choosing between them.
What changes next
The near-term calendar is short and dated:
- 12 August 2026: the EU packaging regulation PPWR applies directly in Finland.
- 17 June 2027: the transposition deadline for the revised EU waste directive, with a national textile scheme expected that summer.
- 17 April 2028: the wider EU deadline for textile producer schemes to be in place.
