The cycle is dated. Municipalities file the previous year's clean-up costs to the supervising agency by 1 June, so 2025 costs are filed by 1 June 2026, and the agency then bills producers by product group.
EPR monitoring itself is annual, filed by your producer organisation, with no single statutory member deadline.

Finland's single-use plastics pipeline
The moving parts here are mostly European and already dated. EU rules ban listed throwaway plastics and require product marking, both since 3 July 2021, and tethered caps on plastic beverage bottles since 3 July 2024.
Two targets sit ahead: 90 percent separate collection of plastic bottles by 2029, and 30 percent recycled content in them by 2030. Plastic beverage bottles also sit in the Palpa deposit system, with these design duties stacked on top.
