From EU law to Finnish rules for textiles

Textiles EPR in Finland is not yet a live duty, and that is the most important fact to get right. It flows from the revised EU Waste Framework Directive, Directive 2025/1892, which entered into force on 16 October 2025.

Finland has not transposed it yet. The national law is still in preparation as government project YM006:00/2026, so there is no textile scheme, no register entry and no fee to pay today.

Where textile producers will stand in Finland

When the scheme arrives, the duty is expected to reach you if:

  • You place textiles on the Finnish market as a professional.
  • You import textiles into Finland to sell.
  • You sell textiles into Finland from another country.

Most likely it will follow the same professional-placement line as other streams, where an operator below the 20,000 euro VAT threshold is not covered. That test is not yet enacted for textiles, so treat it as the expected shape rather than the rule.

Cost is genuinely undecided. No fee model, registration route or representative rule has been set, and inventing one would be guesswork. The register itself is expected to be Tuottajarekisteri, which already carries every other Finnish stream.

What to do now is prepare, not register. Map the textiles you place on the market, watch for the Finnish bill, and plan to register once the scheme opens.
