Packaging EPR in Finland follows the same professional test as every other stream. Any professional packer above the 20,000 euro VAT threshold owes the duty, with no size exemption to hide behind.

- You import packaged goods into Finland to sell.
- You sell packaged goods into Finland from abroad, online or otherwise.
What and when you report in Finland
Reporting is annual. You give your producer organisation the tonnage you placed on the market, split by material, and the organisation files the monitoring data to the supervising agency each year. There is no single statutory member deadline, since your organisation sets when it needs your figures.
Foreign sellers get the softer rule here. A distance seller may either join a producer organisation or appoint a Finland-based authorised representative, so packaging does not force the representative route the way electronics or batteries do.
Enforcement runs through the supervising agency under the Waste Act 646/2011, and a serious breach can carry a substantial fine.
What changes next for packaging in Finland
The big date is European. The EU Packaging and Packaging Waste Regulation, Regulation 2025/40, applies directly in Finland from 12 August 2026.
It changes the packaging itself more than the Finnish register, with design-for-recycling rules, recycled-content targets and reuse duties that reach producers whichever scheme they join.
