Sweden takes all three EPR notifications in one register at one agency, Naturvårdsverket, but each needs a producer responsibility organisation first. Below are the six steps to register packaging, electronics and batteries in the right order, with who files each one and what each makes due next.

By the end of this guide your company will hold every notification Sweden requires under extended producer responsibility (EPR) for packaging, electronics and batteries, with the right party filing each one, whether you are established in Sweden or sell into it from abroad.

How do I register for EPR in Sweden?

Sweden has three EPR notifications, one each for packaging, electronics and batteries, and all three go into the same register at one agency, Naturvårdsverket.

  • Packaging is a notification to Producentansvarsregistret, usually filed by your producer responsibility organisation (PRO). From another EU country, a Swedish representative files it when you sell direct.
  • Electronics are notified in the same register. A seller in another EU country shipping to Swedish users files through a Swedish representative.
  • Batteries are registered there too and get a registration number. Any seller abroad selling direct files through a Swedish representative.

Each notification must be in before your first product is sold in Sweden, and each one names the PRO you have signed with. Batteries end in a number that marketplaces ask for, while packaging and electronics end in a certificate of registration.

What to gather first

Before you open the e-service, gather these five company details and documents.

  1. Your organisation or VAT number

A Swedish company gives its organisation number. A company abroad selling direct gives its VAT number instead.

  2. A PRO agreement per stream

Every notification names your PRO, and for consumer electronics the agreement is uploaded with it. Sign before you file.

  3. A product list sorted by stream

List your brands, your electronics by category, and your batteries by category and chemistry, counting the batteries built into your devices.

  4. A Swedish e-ID or a foreign one

The e-service takes BankID, Mobilt BankID, Freja eID+ or a foreign e-ID, so check that the person filing can log in.

  5. A mandate for a Swedish representative

A written mandate for a producentombud, if you sell batteries direct from abroad, electronics at a distance from the EU, or packaging direct from the EU.

The one question that decides your whole route

To guide you the best way, it helps to know where your company is based, because the steps are not the same for a company set up in Sweden as for one selling into Sweden from abroad.

Is your company based in Sweden or abroad?

Pick your answer below for the right guidance.

If your company is based abroad, it also matters who buys from you:

  • A Swedish business. That business is the producer and notifies.
  • End users directly. You are the producer, and step 3 shows when you need a Swedish representative.

One agency and a PRO before every notification

EPR registration is national everywhere in the EU, and how to register for EPR in Europe sets out that frame. Sweden then keeps the whole map in one place.

Across EPR in Sweden the duties most producers trigger sit in three notifications, and a webshop selling a packaged device with a battery inside files all three. They share a register and a login, but each answers the question of who files differently.

Below are Sweden's three notifications side by side, with the yearly fees as they stand in September 2026.

Notification Who files from abroad Time and cost
Packaging Your Swedish importer, or your Swedish representative when you sell direct from the EU No time published. 1,250 kronor a year above 1,000 kilograms
Electronics Your Swedish representative from the EU. From outside the EU you may file yourself No time published. 1,000 kronor a year
Batteries Your Swedish representative whenever you sell direct Up to 12 weeks. 1,000 kronor a year

Packaging changed on 12 August 2026, when the EU packaging regulation (PPWR) began to apply. Sweden took over its producer definition, and a seller in another EU country selling direct to Swedish end users must now appoint a Swedish representative.

A seller outside the EU has no such duty yet. Naturvårdsverket has proposed one, but it is not law, and Naturvårdsverket's questions and answers on the packaging regulation track what applies now.

Batteries moved onto the EU Battery Regulation on 18 August 2025, which removed the old small-producer thresholds. Since 1 January 2026 every battery producer must also be covered by an approved PRO.

Who files each Swedish registration: from abroad your Swedish importer files packaging unless you sell direct, when your authorised representative files it, and your authorised representative files electronics and batteries; a company established in Sweden can file all three itself

A 6-step guide to EPR registration in Sweden

This guide takes you from the first check, whether Sweden counts you as the producer, to holding every registration you need. The steps run in the order the Swedish rules set, and each one ends with what you should have in hand before you move on.

Step 1. Confirm Sweden counts you as the producer

Each stream names its own producer, so check your products against all three.

For packaging that is you if you are established here and first supply packaged goods in Sweden, or if you sell them directly to Swedish end users from abroad.

For electronics it is the maker, the importer, the own-brand seller, or a seller abroad shipping straight to Swedish users. For batteries it is whoever first supplies a battery here, the one inside your device included.

Selling only to a Swedish company makes that company the producer instead of you. None of the three streams has a volume threshold, so a single shipment counts.

Step 2. Work out which registers you owe

Each yes maps to one notification, all three in Producentansvarsregistret.

  1. Packaging. A notification naming NPA or TMR, the two approved packaging PROs.
  2. Electronics. A notification naming El-Kretsen or Recipo for consumer equipment, or a document such as a waste contract for professional equipment.
  3. Batteries. A registration naming Batterikretsen, Batteriretur or FoRetur, depending on the battery category.

The 1,000 kilogram line for packaging only waives the yearly fee, not the notification. Any other stream is in the table further down this page.

Step 3. Decide who files each one

Who files depends on where your company is established, so read the case that fits you.

Established in Sweden. You file all three notifications yourself, or let your PRO file them for you.

Selling from another EU country. A Swedish representative files packaging when you sell direct, electronics when you sell at a distance, and batteries when you sell direct. Packaging usually runs through the PRO.

Selling from outside the EU. Only batteries sold direct need a Swedish representative. Packaging and electronics you may file yourself.

How to appoint an EPR authorised representative walks the appointment.

Step 4. Gather what each register asks for

Each notification asks for different data, so collect it stream by stream.

  • Packaging. Your name, contact details and organisation or VAT number, the PRO you signed with, and the reason you count as the producer.
  • Electronics. Your company details, whether it is consumer equipment, the categories, your brands, how you supply the equipment, and the PRO agreement as an upload.
  • Batteries. Your brands, contact details, organisation or VAT number, battery categories and chemistries, and the PRO that covers you.

The electronics and battery notifications also end with a declaration that the details are correct.

Step 5. Register in the order the PROs set

The same order runs in all three streams, because every notification names a PRO.

  1. Appoint the representative if you sell from abroad in one of the cases in step 3.
  2. Sign with a PRO for each stream. Choosing one is its own decision, and how to choose a producer responsibility organisation walks it.
  3. File the notifications in Naturvårdsverket's e-service, or let your PRO file them for you.
  4. Download your certificate and, for batteries, wait for the registration number, which can take up to 12 weeks.

The order every Swedish registration runs in: a representative only from abroad, then your PRO, then the notification in the e-service, ending on a SEBATT number for batteries and a certificate for packaging and electronics

You are done with a battery registration number, and a certificate showing your packaging and electronics notifications.

Step 6. Do what each registration makes due next

Each notification starts the same yearly clock: a report due by 31 March for the year before, filed directly or through your PRO.

Packaging is reported per material. The first report under the new rules, due 31 March 2027, splits 2026 at 12 August, because the producer definition changed that day.

Electronics are reported by the weight you placed on the Swedish market, plus collected waste for professional equipment. Batteries follow the EU regime, with the first report under it also due 31 March 2027, for 2026.

The reports themselves are their own guide. How to do EPR reporting walks the cycle.

The other streams Sweden regulates

Beyond packaging, electronics and batteries, Sweden runs producer duties for four more product groups.

Below is where each one is notified, so you can rule them in or out in one pass.

Stream Register Read more
Cars Notification to Naturvårdsverket, with your own take-back system for scrapped cars Vehicles EPR in Sweden
Tyres Notification to Naturvårdsverket, naming the approved PRO Svensk Däckåtervinning Tyres EPR in Sweden
Fishing gear Notification to Naturvårdsverket, naming the approved PRO Fiskekretsen Fishing gear EPR in Sweden
Single-use plastics Notification to Naturvårdsverket for balloons, wet wipes and tobacco filters, plus litter fees on single-use items Single-use plastics EPR in Sweden

Textiles are not on the list yet. Sweden has not decided how its textile scheme will work, and the EU requires one to run by April 2028.

One product record behind three Swedish notifications

There are two ways through the work above, and both rest on the same product data.

Run the filings yourself

Every step above is data work before it is filing work. The packaging split by material, the equipment by category and weight, the batteries by category and chemistry, and then the same figures again for each PRO and for Naturvårdsverket.

Repax Core holds one structured record per product, broken down to its materials and components, takes your sales data in through integrations or order imports, and builds the cut each report asks for.

The packaging report, the electronics report and the battery report come out of the same record, including the 2026 packaging figures split at 12 August.

Or hand the filings over

If you would rather not run them yourself, Repax Comply is the managed route, linked at the top of this guide. Producers register and report through Repax market by market, with a Swedish representative appointed where the rules require one.

The Swedish detail to know is that your PROs stay in the picture. Every notification names one, and a handover changes who keeps the notifications, the reports and the representative mandate running.

For the tools that hold Swedish register data side by side today, the best Swedish EPR software in 2026 ranks them.

6 common mistakes when registering for EPR in Sweden

Below are the six mistakes producers make most often when they register in Sweden.

  1. Filing before the PRO is signed

Opening the e-service first. Every notification names your PRO, and a battery registration stays preliminary until one is entered.

  2. Waiting for a packaging number

Expecting a number after notifying packaging or electronics. Sweden issues one only for batteries so far, and the certificate is your proof.

  3. Counting a device as one notification

Treating the electronics notification as covering the battery inside. The battery needs its own registration and its own PRO.

  4. Reading the deposit as the packaging duty

Treating the deposit on bottles and cans as the whole obligation. The notification still applies, through a PRO that runs the deposit system.

  5. Joining FTI on old advice

Following guides that still point to FTI. Only NPA and TMR are approved packaging PROs in Sweden.

  6. Carrying one representative rule across streams

Assuming Sweden has one answer. Batteries need a representative for every direct seller abroad, electronics for EU distance sellers, and packaging for EU direct sellers.

Frequently asked questions about registering for EPR in Sweden

Below are the five questions producers ask most often about registering for EPR in Sweden.

How long does this take?

Batteries take longest, because Naturvårdsverket has up to 12 weeks to grant the registration and its number. For packaging and electronics no processing time is published, and your proof is a certificate from the e-service.

Do I need a company or an address in Sweden?

No. You can notify all three streams from abroad with your VAT number. Selling batteries direct to Swedish end users needs a Swedish representative, and so do electronics sold at a distance and packaging sold direct from another EU country.

Can Repax register for me?

Yes. Repax Comply runs the notifications and reporting through a Swedish representative where one is required. Your PRO contracts stay in place, because every Swedish notification has to name one.

What happens if I sell in Sweden without registering?

Supplying packaging without a PRO draws a 30,000 kronor sanction charge, and a late notification 10,000 kronor. Selling consumer electronics without a PRO is a criminal offence, and marketplaces must hold a battery producer's registration number.

Is the deposit system the same as packaging EPR?

No. Plastic bottles and metal cans must go through a PRO that runs a deposit system, but the notification to Naturvårdsverket still applies. The deposit is how the duty is met for those containers, not a replacement for it.
