Penalties for missing the Swedish rules

Penalties are set as fixed environmental sanction charges. A late registration draws 10 000 kr, and late reporting to Naturvårdsverket draws 20 000 kr, under Förordning (2012:259).

What vehicle EPR costs in Sweden

Sweden's vehicle EPR has an unusual cost shape. Instead of a market-share register fee, you pay a flat 10 000 kr annual supervision fee per producer. The heavier obligation is funding a take-back network that is free to the last owner whatever the scrap value.

Before you can supply cars in Sweden

Scope is wider than it looks. Förordning (2023:132) folds motorhomes into the definition of a car, so end-of-life vehicles EPR in Sweden reaches husbilar as well as ordinary passenger cars.

You register before the first car reaches the Swedish market. The notification (anmälan) goes to Naturvårdsverket through the Producentansvarsregistret e-service, and there is no minimum volume that lets you skip it.

The filing states your name and contact, your organisation or tax registration number, the car brands you will supply, and how you provide the required take-back system. You then pull your proof of registered producer responsibility from the same portal.

Does Swedish vehicle EPR apply to you

The duty attaches by role, not by size. You are in scope if you:

  • Manufacture cars and place them on the Swedish market.
  • Import cars into Sweden for supply.
  • Bring in motorhomes, which the ordinance treats as cars.

A handover rule sharpens who touches the vehicle at end of life. Since 1 May 2023, avfallsförordningen lets the last owner give a scrap car only to a producer, the producers' take-back system, or an authorised dismantler.

Reporting vehicle volumes in Sweden

Reporting is annual, and it runs on a two-step data chain worth mapping. Authorised dismantlers must feed producers their figures by 28 February, and producers then report to Naturvårdsverket, normally by 31 March.

The first reporting year (2024) was pushed once to 31 May 2024, but 31 March is the standing deadline.

A producentombud is available but optional. A producer without a Swedish base may appoint a Sweden-based authorised representative by written power of attorney, and that ombud then registers and carries the duties. Without one, you stay responsible and may register directly.

Who enforces vehicle EPR in Sweden

Supervision sits under the Environmental Code, with Naturvårdsverket holding central guidance. Unlike tyres in Sweden, there is no mandated producer responsibility organisation and no marketplace gatekeeping for cars, so the duties fall on you directly whether you act alone or jointly.

The dates ahead for vehicles in Sweden

The current regime implements the EU End-of-Life Vehicles Directive (2000/53/EC). Since 2015 at least 95 percent of a vehicle's weight must be reused or recovered and at least 85 percent reused or recycled.

Who has to register for end-of-life vehicles EPR in Sweden?

Anyone who manufactures or imports cars, including motorhomes, and places them on the Swedish market. Registration with Naturvårdsverket is required before the first car is supplied, with no volume threshold.

Is there a threshold or exemption for small producers?

No. Every producer must register before supplying cars, regardless of how many vehicles they place on the market. The duty attaches to the role, not to a minimum quantity.
