Where your single-use plastics fall in Sweden
Single-use plastics EPR in Sweden covers an unusually wide product scope. You are covered if you place any of these on the Swedish market:
- Single-use plastic packaging, from cups and lids to food containers and wrappers.
- Tobacco products with filters, and filters sold separately.
- Balloons and wet wipes.
There is no small-producer exemption stated, so any producer of these items is fee-liable and must register.
The Swedish reporting rhythm for single-use plastics
Reporting is annual, filed with Naturvårdsverket by 31 March. Your figures set the size of the product fees, so for tobacco and filters you report the number of items placed on the market by category, plus the weight of the filters.
Selling from abroad does not force you to appoint anyone. A producer with no Swedish base may name a Sweden-based authorised representative by written power of attorney, and that representative then registers and carries the duties. Without one, you stay responsible.
Penalties and the pipeline ahead in Sweden
Enforcement bites two ways. Late fee payment triggers a late-payment charge. Producer-responsibility breaches carry fixed sanction charges under Förordning (2012:259), 20 000 kr where a required organisation is missing and 10 000 kr for late data or a missing marking.
The direction of travel is set by the EU Single-Use Plastics Directive. It requires 30 percent recycled content in plastic beverage bottles by 2030 and 90 percent separate collection of those bottles by 2029, and caps have been tethered to bottles since 3 July 2024.
