The costliest tyre compliance failure

Operating without an approved organisation is the costly failure. It draws a 50 000 kr environmental sanction charge, the heaviest of any Swedish stream, ahead of 20 000 kr for late reporting and 10 000 kr for a late notification.

File a notification in the Producentansvarsregistret e-service before placing tyres on the market.

Give your name, contact details, organisation or personal number, tyre type, and how you meet the producer responsibility requirement.

Use an approved organisation

Use or run an approved organisation, mandatory since 1 January 2024, so end-of-life tyres are collected free of charge.

Selling tyres into Sweden

Tyres are Sweden's oldest producer-responsibility stream. The 1994 ordinance ran for three decades before Förordning (2023:133) replaced it on 1 January 2024, and tyres EPR in Sweden now hangs on that law.

The duty attaches to commercial activity. You are a tyre producer if you:

  • Manufacture tyres and place them on the Swedish market.
  • Import tyres into Sweden in the course of business.
  • Otherwise place tyres on the Swedish market commercially.

There is no small-producer exemption stated, so volume alone does not get you out.

Reporting tyre volumes in Sweden

Reporting is annual. You report the total weight of tyres placed on the Swedish market the prior year to Naturvårdsverket by 31 March, so figures for 2025 are due by 31 March 2026.

The report is a tonnage figure, not a per-model breakdown, which keeps the filing itself light once your data is in order.

What tyre compliance costs in Sweden

The state fee is small and flat. You pay Naturvårdsverket 1 000 kr per producer per calendar year, first charged during 2024. The bigger cost is the organisation fee, set by the approved organisation, which funds a nationwide free take-back network for used tyres.

A representative is optional. A producer not established in Sweden may appoint a Sweden-based authorised representative by written power of attorney, but without one stays responsible itself.
