Where battery producers register in Hungary
If you sell batteries into Hungary from abroad, batteries EPR in Hungary reaches you before the first unit ships, and registration is the first thing to get right. Since 1 July 2023 the route runs through MOHU, the state concession company, and then the waste authority, in a fixed order.
The authorised representative route in Hungary
A producer established outside Hungary cannot register on its own. You must appoint a Hungarian authorised representative, the meghatalmazott képviselő.
That representative registers and reports on your behalf, and its details are filed at registration.
Distance selling to Hungarian households counts as placing batteries on the market, so the duty follows the sale across the border. There is no marketplace ID check written into the battery rules, so the obligation stays with you or your representative.
The Hungarian definition of a producer
The trigger across EPR in Hungary is placing product on the market. For batteries it catches you if any of these fit.
- You place batteries on the Hungarian market for the first time, loose or built into a product.
- You sell a device with a battery inside, which makes you a battery producer and a WEEE producer at the same time.
- You are a vehicle maker whose batteries are built into vehicles, where the duty can be absorbed under one contract.
After registration comes the reporting
Reporting goes to the waste authority through OKIRkapu, quarterly, with data due by the 20th of the month after each quarter. Small producers and primary agricultural producers may instead report and pay annually by 20 January.
Filed data can be amended between 1 January and 30 April of the following year. Collective-fulfilment producers have no separate MOHU report beyond registration, while individual-fulfilment producers report to MOHU under their subcontract.
Where the money goes in Hungary
Cost comes as a per-kilogram EPR fee to MOHU. The unit fee for each KF code is set by ministerial decree and multiplied by the quantity you place on the market that quarter, then invoiced by MOHU.
No official per-kilogram battery figure was published at the time of writing, so treat the rate as set by decree rather than as a fixed number.
There is no separate collective-scheme fee to a private operator, because MOHU is the single concession company for the stream. Fees below HUF 1,000 are not invoiced each quarter but roll up until the total reaches that floor.
The penalties Hungary actually applies
The waste authority imposes a waste-management fine under Gov. Decree 156/2025.
Batteries are also one of only three product groups where a producer may choose individual fulfilment instead of collective fulfilment through MOHU, and only for industrial or automotive batteries. Portable batteries stay collective.
On the EU clock, the Battery Regulation 2023/1542 brought its producer-responsibility obligations into effect from 18 August 2025. That layer sits on top of the national scheme rather than replacing the MOHU fee mechanics.
