Where battery producers register in Latvia
Batteries EPR in Latvia runs on two parallel tracks. The national system treats batteries as "environmentally harmful goods" under NRT Law Annex 6. The EU Battery Regulation (2023/1542) layered new duties from August 2025.
Both tracks lead to the same place: the BARR register at Elektroregistrs. You must register before placing any battery on the Latvian market. BARR is operated by LETERA under VVD supervision.

The Latvian reporting rhythm for batteries
Report annually to the BARR register the quantities of batteries you place on the Latvian market, split by category. No concrete filing deadline is published on Elektroregistrs.
The cost choice sits inside the national track. Either pay the Natural Resources Tax (NRT) per kilogram on batteries (Annex 6 rates), or join a VVD-licensed PRO for a full 100% exemption. Almost every producer takes the PRO route. PRO fees are based on tonnage placed on the market.
The authorised representative route for batteries in Latvia
Foreign producers selling batteries to Latvian end-users via distance contracts must appoint an authorised representative established in Latvia. The AR registers in BARR and assumes obligations on the producer's behalf.
VVD enforces compliance through inspections. Placing batteries without BARR registration is a breach. The EU Battery Regulation adds collection targets (portable batteries 63% by end 2027, 73% by end 2030) and a digital battery passport for larger batteries from February 2027.
