The 31 March deadline hides a transition. Volumes for 2025 are reported in 2026 under the old ordinance, while the first report under the new EU regime is not due until 31 March 2027, for batteries placed on the market during 2026. Registration and PRO duties already bite well before that new clock starts.

What batteries EPR costs in Sweden

Two bills land, and only one is fixed. Naturvårdsverket charges a flat annual supervision fee per producer. Its own guidance quotes a historical 1 000 kr and warns the amount may change during 2026, so treat it as indicative rather than settled. The real money is the fee you pay the producer responsibility organisation you join, which funds collection and recycling of spent batteries. For the organisation to stay approved that fee must be differentiated by ecological criteria, so a battery's design feeds into what its producer pays, not just the weight you place. Enforcement leans on supervision rather than headline fines. The new ordinance sets no battery-specific sanction charge, and its monetary teeth are late-payment charges on unpaid fees, applied within the Environmental Code framework.

Notify Naturvårdsverket

File a notification to Naturvårdsverket before you first place batteries on the Swedish market. You state your name, the brands you use here, your organisation or VAT number, the battery category and a truthfulness declaration.

Be covered by an approved producer responsibility organisation, or be individually approved, by 1 January 2026.

Selling batteries into Sweden

Batteries EPR in Sweden was re-based on EU law from 18 August 2025, when Förordning (2025:813) took over from the decades-old battery ordinance and tied Sweden to Regulation (EU) 2023/1542.

Put a battery inside a device and you are two producers at once, a battery producer and a WEEE producer, so WEEE in Sweden applies to the same shipment in parallel.

If you have no Swedish establishment

A producer without a Swedish base generally may appoint a Sweden-based representative, a producentombud, but is not forced to. You can also register with Naturvårdsverket directly.

One case flips may into must. If you sell batteries straight to end users in an EEA country where you are not established, which covers foreign firms selling directly to Swedish consumers, an authorised representative becomes mandatory.

The dates ahead for batteries in Sweden

The EU regulation sets the moving targets. Portable-battery collection must reach 63 percent by the end of 2027 and 73 percent by the end of 2030, with separate rates for light-means-of-transport batteries.

Two design rules arrive on fixed dates. From 18 February 2027 portable batteries must be user-removable and replaceable, and a battery passport applies to electric-vehicle, light-transport and larger industrial batteries above 2 kWh.
