The Portuguese definition of a producer
A battery inside a device triggers two EPR streams at once in Portugal. You register as a battery producer for the cell and as a WEEE producer for the device, each with its own enquadramento in SILiAmb.
Beyond that overlap, batteries EPR in Portugal follows the standard UNILEX framework under Decreto-Lei 152-D/2017. There is no volume threshold. Even producers placing one or two batteries per year must register and declare.
The SILiAmb route step by step
Registration runs through the SILiAmb portal, the same system Portugal uses for all EPR streams.
- Register or log in at siliamb.apambiente.pt.
- Create an Enquadramento selecting the batteries stream and your licensed scheme (entidade gestora).
- The scheme validates your enquadramento.
- APA issues a per-stream Certificado de Registo with your registration number.
- Submit annual declarations by 31 March each year.
The Portuguese reporting rhythm
Two declarations go through SILiAmb each year: a correction (actual quantities placed on the market in the prior year) and an estimate (expected quantities for the current year). Both are due by 31 March, with the declarative period running from 1 January to 31 March.
Selling batteries into Portugal from abroad
Foreign sellers without Portuguese establishment must appoint a representante autorizado in Portugal by written mandate under UNILEX. The AR registers in SILiAmb and assumes all EPR duties on behalf of the foreign producer.
Non-registration and non-declaration are each classified as a contraordenação ambiental grave under the RGGR, enforced not by APA but by the entities listed in Art. 116.
Portugal's batteries pipeline
The EU Battery Regulation sets the clock. From 18 February 2027 portable batteries in consumer products must be removable and replaceable by the user. A digital battery passport applies to EV, light-transport and larger industrial batteries from the same date.
Collection targets rise on a fixed schedule: 63% for portable batteries by end 2027, 73% by end 2030. Light means of transport batteries have separate targets at 51% by end 2028 and 61% by end 2031.
