There is no EU tyre-specific EPR directive behind this, unlike batteries or WEEE. The scheme runs entirely on the Bulgarian national ordinance (ПМС 221/2012).

Before you can sell tyres in Bulgaria

Registration runs through НИСО using the registration form Приложение № 40. You file electronically with a qualified electronic signature (КЕП) within one month of starting the activity.

Imagine you import winter tyres from another EU state and distribute them in Bulgaria. You are the first to place them on the market, so you owe the duty from the first unit. There is no volume threshold.

An authorised representative is available under ЗУО чл. 14а for producers established in another EU state, but it is optional rather than a blanket requirement.

Your reporting duties in Bulgaria

Reporting is annual. You file through НИСО for the preceding calendar year, signed with a КЕП, by 31 March of the following year. That cadence covers the annual waste report under Наредба № 1/2014.

The placed-on-market producer reporting may follow a different calendar set by the tyre ordinance. ExEA publishes the register data on the ИАОС site.

The three layers of tyre compliance cost

The first layer is the register itself, which is free. The second is the compliance route: recovery organisation tariff or individual product fee. The third is what the money funds, namely the collection and recovery of waste tyres and rubber tracks.

No simple per-unit figure is published. A producer that needs the current schedule should contact its recovery organisation or ExEA directly.
