Producer Register Limited (PRL) is Ireland's national register for producers of electronics, batteries and tyres. Producers register here and join an approved compliance scheme; the registration number must appear on commercial documents.

Two registrations before your first tyre

Registration for tyres is not complete until both the PRL entry and Circol ELT membership are active. Neither alone is enough, and both must be in place before you place any tyre on the Irish market.

Where your tyres fall in Ireland

Tyres EPR in Ireland covers every tyre placed on the Irish market. Since 1 January 2025 that includes all categories: passenger car, van, truck, bus, agricultural, construction and industrial. Before that date only passenger-car and van tyres were in scope.

This is a purely national regime under the Waste Management Act, with no EU directive behind it. That makes it the outlier in Ireland's EPR lineup.

The following roles carry the obligation:

  • Tyre manufacturers selling into Ireland
  • Professional importers of new or retreaded tyres
  • Brand owners that first place a tyre on the Irish market

A retailer selling domestically sourced tyres is not the producer.

The PRL and Circol ELT route

Registration is a two-step process. First you register with PRL (Producer Register Ltd) for the tyres stream at producerregister.ie. Then you join Circol ELT (formerly Repak ELT), the single approved compliance scheme for tyres in Ireland.

PRL holds the national tyre producer register under S.I. 400/2017 (amended by S.I. 96/2018). Circol ELT handles the operational side: collection, processing and recovery of waste tyres across the country.

The Irish reporting rhythm

Report annually through PRL and Circol ELT the quantities of tyres you place on the Irish market. No specific filing month or date is published centrally, so check with Circol ELT for the exact deadline.

The cost picture in Ireland

The fee structure has three layers. PRL charges a registration fee for the tyres stream. Circol ELT charges a scheme membership fee based on the tyres you place on the market. The third layer is that Circol ELT funds end-of-life tyre collection and recovery across Ireland.

There is no EU tyre directive on the horizon. Ireland's scheme is national, and the 2025 scope expansion to all tyre categories is the most recent change.

No confirmed authorised representative route exists for tyres in Irish official sources. A foreign seller may need to register with PRL and join Circol ELT directly, as with batteries and electronics where the AR route runs through PRL.
