Where tyres sit in Latvia's EPR system
Tyres EPR in Latvia has no central producer register. That is the first thing that catches foreign sellers. Unlike batteries or electronics, which use the Elektroregistrs system, tyres are handled entirely through the NRT tax-or-scheme mechanism.
Tyres are classified as "environmentally harmful goods" under NRT Law Annex 6. There is no EU-wide tyre EPR regulation, so this is a purely national regime.
The Latvian definition of a tyre producer
Check whether the obligation applies to you:
- You manufacture tyres sold in Latvia
- You import tyres into Latvia professionally
- You are the brand owner that first places tyres on the Latvian market
A retailer reselling domestically sourced tyres is not the producer.
The NRT route for tyres step by step
There are two compliance routes. Pay the Natural Resources Tax per kilogram on tyres via State Revenue Service declarations, or contract with a VVD-licensed PRO for a full 100% NRT exemption.

Where the Latvian tyre money goes
The PRO fee funds collection and recovery of waste tyres. The NRT revenue serves the same purpose through the state budget. The system is structurally identical to waste oils: same Annex 6 classification, same tax-or-scheme choice.
Reporting follows the general NRT tax return calendar. No tyre-specific deadline is published. VVD enforces compliance through inspections. No AR route is documented for tyres in Latvia.
