Portugal declares every producer duty in one portal, with the list still growing. Portuguese EPR compliance runs through SILiAmb, where fishing gear (a duty since 2025) and furniture (adopted in 2024) are the latest additions and textiles are due by 2028, on top of six long-standing streams.
The portal stays constant while the scope expands. Registration and the annual declaration by 31 March work the same way whichever stream you fall under.
What carries EPR in Portugal
Six streams are fully active: packaging, electronics, batteries, vehicles, tyres and lubricant oils. Each runs under the UNILEX licensing framework, with more than one scheme competing on packaging.
Three more are partly in. Single-use plastics cover tobacco filters and cups so far, fishing gear has a registration duty since 2025, and furniture and mattress EPR was adopted but has no licensed scheme running yet.
Textiles are the stream still to come, listed by the agency as under study, with an EU scheme deadline around April 2028.
Declaring through SILiAmb

Behind the portal sit the licensed schemes. Packaging alone has several, including Electrão, Novo Verde and Sociedade Ponto Verde, and you join the one that fits your products.
Who has to comply
The duty reaches producers and packers on the Portuguese market, along with importers and foreign distance sellers shipping to Portuguese customers.
Most streams require joining a licensed producer responsibility organisation and declaring your quantities each year through SILiAmb.
What changes next
The Portuguese pipeline is about turning adopted rules into working schemes:
- Furniture: EPR is adopted, with a scheme due to operate and a licensed manager expected during 2026.
- Around April 2028: a textile and footwear scheme must be in place under the revised EU waste directive.
- 12 August 2026: the EU packaging regulation PPWR applies directly in Portugal.
Fishing-gear registration has been mandatory since 2025, but no scheme has been licensed yet, so the SILiAmb enrolment for that stream cannot be completed and its financial duties are not operational.
