Where you register

SILiAmb

SILiAmb is the producer register run by the Portuguese Environment Agency (APA). Producers enrol per stream, receive a registration number on their certificate, and file annual declarations.

No certificate, no de-registration

An authorised treatment facility issues a certificate of destruction when a vehicle is scrapped. Without that certificate, the vehicle cannot be de-registered in Portugal.

Who the ELV rules cover in Portugal

Selling a vehicle into Portugal without registering in SILiAmb is a contraordenação ambiental grave under the RGGR. The enforcement risk is real, and the obligation is broader than most sellers expect.

End-of-life vehicles EPR in Portugal runs under UNILEX (Decreto-Lei 152-D/2017). The edge case that catches importers is the multi-stream filing: a vehicle producer must enquadrar not just the vehicle but also the oils, batteries and tyres it contains.

Each incorporated product is a separate stream in SILiAmb. Importers of used vehicles have been explicitly included since 1 January 2018.

The ELV model is structurally different from packaging or electronics. There is no tonnage-based scheme fee. The cost sits in the physical take-back and treatment obligation.

How registration works in Portugal

Registration runs through SILiAmb, the same portal Portugal uses for all EPR streams. You create an Enquadramento selecting the vehicles stream plus the incorporated products (oils, batteries, tyres), and each generates its own registration number via a Certificado de Registo.

The 95%/85% recovery and recycling targets by weight have been in force since 2015.

Foreign producers generally must appoint a representante autorizado under UNILEX, though the specific ELV guidance does not call out the AR duty as explicitly as packaging or electronics pages do.

What and when you report in Portugal

Annual declarations go through SILiAmb by 31 March each year: a correction (actual quantities for the prior year) and an estimate (expected quantities for the current year). Vehicle producers declare alongside their incorporated-product streams, so the filing covers multiple flows at once.

Enforcement in Portugal

Non-registration and non-declaration are both classified as a contraordenação ambiental grave under the RGGR. Enforcement falls to the entities listed in Art. 116, not to APA directly.
