No scheme to point to

Unlike France, which already runs Refashion, Portugal has no textile scheme in place. No compliance steps exist today.

Does Portuguese textiles EPR apply to you

Textiles EPR in Portugal does not exist yet. There is no scheme, no registration module in SILiAmb (APA's FAQ section 18 says "Ainda não disponível"), and no published national transposition timetable.

The clock is set at EU level. The revised Waste Framework Directive (EU) 2025/1892 entered into force on 16 October 2025 and requires member states to establish textile and footwear EPR schemes within 30 months, around April 2028. Portugal has not published its transposition timeline.

What you pay and to whom in Portugal

There are no fees because there is no scheme. SILiAmb registration is free across all streams, but the textiles module is not open. Once a scheme launches, costs will follow the same pattern as other Portuguese EPR streams: free portal registration, with fees set by the licensed scheme.

The revised WFD includes a delayed start for micro-enterprises (roughly April 2029), but Portuguese transposition details are unknown. The directive also includes an authorised representative mechanism at EU level for foreign sellers.
