Household EEE needs a financial guarantee

Producers of household equipment must show a financial guarantee (scheme membership, insurance or blocked bank account) under WEEE Directive Art. 12. This is on top of registration and scheme fees.

What WEEE compliance costs in Portugal

SILiAmb registration costs nothing. The scheme fee is set by the SIGREEE entity, per category and weight. No official Portuguese fee amount has been published by APA.

The Portuguese definition of an EEE producer

Decreto-Lei 152-D/2017 (UNILEX) governs WEEE EPR in Portugal. The edge case that catches distributors is toner and ink cartridges: they count as EEE, so anyone placing them on the market is an electronics producer in the eyes of SILiAmb.

The more common overlap is the battery inside a device. A laptop with a built-in battery triggers both the WEEE flow and the batteries flow, each with its own enquadramento in SILiAmb. The packaging that contains the device triggers a third flow. One product, three EPR streams.

There is no volume threshold. Producers who were registered with the old ANREEE kept their registration numbers when the system moved to SILiAmb.

Where WEEE producers register in Portugal

Registration runs through SILiAmb (siliamb.apambiente.pt). You create an Enquadramento selecting your EEE categories and subcategories, then join a SIGREEE scheme. APA issues a per-stream Certificado de Registo.

Portugal uses the six open-scope categories that have applied across the EU since 15 August 2018:

Subcategories can be added by editing the enquadramento at any time.

The Portuguese WEEE reporting rhythm

Annual declarations go through SILiAmb by 31 March. You file a correction (actual quantities for the prior year) and an estimate (expected quantities for the current year). EEE is declared by weight per category and subcategory.

The multi-flow filing is the practical complexity. A producer placing a laptop declares the device in the EEE flow, the battery in the batteries flow, and the packaging in the packaging flow, each as a separate separador in the SILiAmb declaration.

Distance sellers and Portugal

Foreign sellers without Portuguese establishment must appoint a representante autorizado in Portugal by written mandate under UNILEX. Non-registration and non-declaration are each classified as a contraordenação ambiental grave under the RGGR.

Portugal's WEEE pipeline

The European Commission opened an evaluation of the WEEE Directive in July 2025. The directive has not been revised yet. The collection target stands at 65% of EEE placed on the market, and only three member states met it in 2022.

Every piece of EEE must carry the crossed-out wheeled bin symbol (EN 50419) on the product or its packaging.
