Does Latvian WEEE EPR apply to you

WEEE EPR in Latvia sits at the intersection of the Waste Management Law and the NRT system. Unlike most Latvian streams, electronics has a central producer register: the EEIRR at Elektroregistrs, operated by LETERA under VVD supervision.

Registration is a precondition to sell. You must be in EEIRR before placing EEE on the Latvian market. The scope covers six WEEE Directive categories (open scope since 15 August 2018).

Your EEIRR registration and reporting steps in Latvia

Electronics is one of only two Latvian streams that runs on a real register, so compliance here is more structured than the tax-only streams.

No concrete filing deadline is published on Elektroregistrs. The NRT return calendar or your PRO's schedule applies.

Foreign distance sellers must appoint a Latvia-based authorised representative who registers in EEIRR and assumes obligations.

The three cost layers for WEEE in Latvia

The fee structure has three layers. EEE is an "environmentally harmful good" (NRT Annex 6), so producers pay per kilogram or join a PRO. The PRO fee is by category and weight.

The third layer is the financial guarantee for household EEE: scheme participation, a recycling insurance policy, or a blocked bank account.

Fee amounts are not published in our sources. VVD enforces compliance. The collection target remains 65% of EEE placed on the market, and every product must carry the crossed-out wheeled-bin symbol (EN 50419).

Who has to register for WEEE EPR in Latvia?

Manufacturers, importers, rebranders and distance sellers placing EEE on the Latvian market. Register in EEIRR at Elektroregistrs before the first unit. No volume threshold. A device with a built-in battery also needs battery registration.

Is there a threshold or exemption for small producers?

No de minimis is published. Registration in EEIRR is required before placing EEE on the Latvian market regardless of volume.

Do foreign or online sellers need an authorised representative in Latvia?

Yes. Distance sellers appoint a Latvia-based AR who registers in EEIRR and joins a PRO on the producer's behalf.

What happens if I sell without registering?

You are non-compliant under the Waste Management Law. VVD enforces. Marketplaces increasingly check EPR registration numbers across EU markets.
